Water/Wastewater Commission Meeting Minutes January 8th, 2020 J.A. Provencial Building 1200 Rindge Rd, Fitchburg MA 01420 A meeting for the City of Fitchburg Water/Wastewater Commission was held on Wednesday January 8th, 2020 at the J.A. Provencial Building, 1200 Rindge Rd, Fitchburg MA, 01420. The meeting commenced at 4:57 pm Members present: Rick Healey, Chairman Nicolas Bosonetto, Commissioner of Public Works Steven Bodurtha, Commission Member George Seiner, Commission Member Joshua Bedarian, Commission Member Others present: John M. Deline., Deputy Commissioner of Water Tony Maressa, Sewer System Manager Jennifer Lambert, Head Clerk Water Division Absentees: Michael McLaughlin, Commission Member Jeff Murawski., Deputy Commissioner of Wastewater Item #1 Approval of meeting minutes: Motion to approve minutes from December 12th, 2019 meeting was granted by unanimous vote. Item #2 Public Forum: None Item #3 Water Division:  The Hydroturbine Project at the Narrows Rd PRV Station-3 bidders for the project. May need to use some money from our retained earnings with fringe benefits to the city higher this year than last. Bids vote at next Commission Mission.  MA DEP Asset Management Grant-The Water Dept. will be getting an asset management grant will help get all of our water plans transferred to GIS. MA DEP also contacted us about this in December and wanted to increase the amount from $69,000 to $96,600. We are very excited about this.  Roofing Project for Misc. Stations-Last bid was rejected. We have applied for an extension with MA DEP. This project will need to go out to bid again. We are going to see if we can break the roofs up into separate projects. Priorities will be the Mare Meadow and Bickford Pond pump stations.  MA DEP ACO and Sanitary Survey Items-No major issues. Electronic copy can be sent out if anyone wishes to take a look at it. I will be developing a response to the survey, including dates to anything that we needed to cover by including extension with Mayors signature. Item #4 Wastewater Division:  “Sewer Ordinance & Sewer Use Rules & Regulations” - Currently in a holding pattern, we are waiting on EPA to set the Local Limits, once that is done we will incorporate them into enforceable City Ordinance.  SSU Project- SSU Project- the SSU project is 100% to substantial completion, 95% to final completion and 99.1% of the contract price through the end of December 2019. For work completed over the last month or planned work for the month ahead please see attachment.  Next Combined Sewer Separation Project (“CSO 039, 048 and Clarendon St. Project”) – Submitted the preliminary design report to the City, and continued developing construction bidding contract documents for City review. Will bid in the spring.  SSES, Phase 4 Interceptor Sewer Evaluation-Weston and Sampson continued developing the Interceptor Evaluation Letter Report.  Combination Manhole Separation Project-Incorporated GIS gas layer into plans  Siphon Cleaning Design & Bid, & Inspection Services Project- We have addressed city comments to the contract documents and will provide the contract documents to the City Purchasing Department.  Miscellaneous updates- CWMP will be getting back on track. Meeting to be held on January 13th 2020 with the Mayor’s Office, Community Development Office and the DPW/Wastewater Depts. The City Solicitors Office drafted a short-term IMA extension for sewer servicing to Westminster. Draft document has been provided to Westminster for review. Item #5 Other Business:  The Water/Wastewater Commission will next meet at 5:00 pm. on February 12, 2020 at the J.A. Provencial Building, 1200 Rindge Rd. Fitchburg MA, 01420.
