Wastewater Division • Status Update Items: o Sewer Ordinance, (City Code Chapter 147):  Both the Town of Westminster and the Town of Lunenburg are working on incorporation of Fitchburg’s Ordinance updates into their own Town Bylaws.  Wastewater provided Westminster with review feedback on the Feb. 26th received DR AFT Town Bylaw Update (Chapter 161 – Sewers). Westminster’s Town Meeting was on April 27th.  Westminster voted to amend Bylaw Chapter 161, Sewers, to mirror the updated changes of Fitchburg City Code, Chapter 147, Sewers.  For Lunenburg, in the month of June 2021, we received (and review is ongoing) the Lunenburg Sewer Commission’s DRAFT Town Sewer Regulations Update. • Council Petition No. 134-21: o Councilors Paul Beauchemin and Samantha Squailia, to petition the City to conduct a study to investigate the possibility of transporting sludge, in-house, by the Wastewater Department, instead of outsourcing this task. o Sludge & Grit Hauling Service Contract Prices:  2016/2017: $126,270 (Charles George)  2017/2018: $129,820 (Charles George)  2018/2019: $133,370 (Charles George)  2019/2020: $133,367 (W.L. French)  2020/2021: $301,150 (W.L. French)  2021/2022: $311,300 (W.L. French)  2022/2023: $321,450 (W.L. French) • Construction Projects (Update): o CSS Project: “CSO 007, 011, 039, 048 Separation/Rehabilitation Project”. Contractor, J.A. Polito & Sons, Inc.; and Engineer, Weston & Sampson Engineers.  Early July marked the beginning of a challenging and publicly disruptive portion of the project….Water Street work, between First Street & Walnut Street…..a length of just over 300 feet. (See “Drawing C103”)  We decided to close Water Street to vehicular thru traffic, and detour around the closure. (See 2-pg. “Construction Notification”)  See most recent “Look Ahead” Construction Schedule o “On-Call Construction Contract” Work (Contractor: Blue Diamond Equipment): Highview Street Sewer Replacement/Rehabilitation Project” -  BDE’s cured-in-place-pipe installation subcontractor (Insituform Technologies, Inc.) completed the trenchless rehabilitation work in mid-May; the Project is “substantially complete” and BDE is working on punch list items. • Miscellaneous: 1. Wastewater Staffing (Plant & Sewer System Crew). a. MAWEA/NEIWPCC Joint Webinar, (6/22): “Workforce Webinar: Where Will Our New Operators Come From? …. Innovative Approaches” b. Fitchburg Wastewater Support of NEIWPCC’s “Women in Apprenticeships and Non-Traditional Occupations” Grant Proposal Application: to provide internship opportunities to women who complete the “NEIWPCC Online Women’s Water Workforce” wastewater training. c. New Senior Operator was hired at the Plant, and started in June; d. The Sewer Collection Crew, Wastewater hired a General Foreman (previously unfilled) and Working Foreman, and a Sewer Collection Operator and a replacement “Flex” Sewer/Storm water Operator. The 6-person crew is staffed at 5 crewmen. Wastewater will seek to staff the 6th crew spot in fall 2021. e. New collaboration partner, “X-Cel Conservation Corps”. A Spring-time graduate of the Boston-based “X-Cel Conservation Corps” may join Wastewater as a “Wastewater Operations Intern”. Program participants take the Massachusetts Grade-3 Wastewater Operator licensure examination. f. Networking connections with Technical Vocational Trade Schools for “Maintenance Workers” staffing, including: Monty Tech; Leominster Center for Technical Education Innovation (CTEI); Minuteman (Lexington); Worcester Technical H.S.; Bay Path (Charlton); Blackstone Valley (Upton). 2. 2021 Rain Barrels Program (a form of “Green Infrastructure”). a. In the Program’s 4th Year, we sold 155 rain barrels. To date, the total number of rain barrels sold are 500. 3. Consent Decree Semi-Annual Report on ‘Remedial Measures’ Activities sent (electronically on 8/27; and USPS on 8/30). 5. The applicant must have the ability to mark sewer mains, assist with the Vactor truck and catch basin cleaning truck, must have the skills necessary to learn the City of Leominster wastewater system and infrastructure. • The applicant will be assigned to any other department when needed and must have the ability to use Microsoft spreadsheets and track a daily truck log. Qualifications: • CDL Class-B License required, with Air Brakes Endorsement; and • Two years working in a municipal wastewater collection system. In the "Massachusetts Laborers' District Council/Local 39" Union,Wastewater's "Collection System Operator" & "Sewer/Stormwater System Operator" positions both have the necessary CDL (Class B, with Airbrakes Endorsement) and the "two years working in a municipal wastewater collection system" experience requirement ...... where either of these positions are "qualified" for the role of "CDL Truck Driver" for the duty of sludge hauling from the East Plant to an end disposition site. In the most current Local 39 CBA (FY-20), the range of hourly payrates ranges from $20.44/hour to $26.65/hour. For comparison, the Leominster CBA (FY-21), for this position's range of hourly payrates ranges from $21.84/hour to $25.25/hour.
