REGULAR COUNCIL MEETING MINUTES
CITY HALL COUNCIL CHAMBERS

OPENING CEREIVIONIES
Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order, and City
Clerk Kaci O'Dell called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer,
Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim
Fehrenbacher.
Others in attendance were Chief of Police Jeremy Ruger, City Attorney Bob Coble, City
Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, City
Treasurer Stephanie Bailey, Building and Zoning Official Chad Bayles and Superintendent of
Public Services Toby Rinehart. Several guests and two media representatives were also in
attendance.
Mayor Slaughter started the meeting off introducing Boy Scout Troop #8282, who were in
attendance to learn the civics of the City Council Meeting. The Troop then led the Pledge of
Allegiance, recited their Scout oath, and offered the Invocation. Each Scout introduced himself
along with his rank.
PUBLIC COMMENTS
Steve Eastin, on behalf of the Clay County Agricultural Fair Association, addressed the council
regarding a donated sign. Wabash Communications donated a 2' x 4', double-sided, LED sign to the
Fair. Eastin would like to place it at the south entrance of Charley Brown Park to use for 4'^ of July
and fair week events. Wabash Communications requested a sign be placed below the donated sign
that would read "Donated by Wabash Communications".
Mayor Slaughter expressed that Council would like to talk about the placement before they
make a decision.
Next, Laura Anderson with Guadalupe Project addressed the Council. Anderson voiced that
Guadalupe Project will have its 10-year anniversary celebration Sunday, June 29^^^. The event
will run from 12:00 p.m. - 2:00 p.m. and will include an open house, donation drive and free
food. Guadalupe Projects current location is the former Power & Grace building, which is next
to the City's parking lot on East North Avenue. Anderson would like to use a few of the parking
spots to set up a tent and grill. It will be grab and go type event. There was clarification nothing
would be drilled into the concrete.
A MOTION TO APPROVE LAURA ANDERSON TO USE CITY OF FLORA PARKING LOT ON JUNE
28, 2025 WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER
SPICER.
