Florence City Council Business Meeting Tuesday, July 9, 2024 6:00 p.m. MINUTES The City Council of the City of Florence, Kentucky, met in regular session on Tuesday, July 9, 2024, at 6:00 p.m. at the Florence Government Center, 8100 Ewing Boulevard, Florence, Kentucky, with Mayor Julie M. Aubuchon presiding as chair. CALL TO ORDER & WELCOME: Mayor Julie M. Aubuchon called the regular meeting to order and declared the regular session open for the presentation of all city business. INVOCATION & PLEDGE OF ALLEGIANCE: Mayor Aubuchon and Members of City Council recited the invocation. All attendees recited the Pledge of Allegiance. ROLL CALL: The roll was called, and the following six (6) members of council were registered present: Mel Carroll, Lesley Chambers, Jenna Kemper, David A. Osborne, Pat Wingo, and Gary Winn. Staff members present were: City Attorney, Thomas R. Nienaber; CFO/HR, Linda Chapman; Fire/EMS Chief, Rodney Wren; Chief of Police, Jeff Mallery; Public Services Director, Eric Hall; City Engineer, Bill Viox; City Clerk, Melissa Kramer; Videographer, Joel Clines; and Police Lieutenant, Roger Allen. The following were also present in the audience: AICP Director, Boone County Planning Commission, Jenna M. LeCount; Human Services Administrator, Katie James; City of Florence Resident, Nancy Corman; City of Florence Resident, Thomas Judd; NKY Tribune Reporter, Trisha Scheyer; City of Florence Resident, Naomi Liebson; Observer, Micah Clare; and WLWT5 News Crew. APPROVAL OF MINUTES: Mayor Aubuchon called for a motion to approve the minutes of the June 17, 2024, special meeting. Councilmember Carroll motioned to approve the minutes with a second from Councilmember Wingo. All councilmembers present voted aye. Florence City Council Minutes: Tuesday, July 9, 2024 FIRST READING ORDINANCE O-14-2024: Mayor Aubuchon read Ordinance O-14-2024. An Ordinance relating to the adoption of the Statement of Goals and Objectives for the Review, Amendment, and Update of the Current Boone County Comprehensive Plan Entitled “Boone County Comprehensive Plan: Our Boone County Plan 2040”, as recommended by the Boone County Planning Commission, Pursuant to Chapter 100 of the Kentucky Revised Statutes, these goals and objectives being adopted herein as part of the updated and amended Comprehensive Plan to be entitled “Our Boone County Plan 2045”. The purpose of Ordinance O-14-2024 is to adopt the Statement of Goals and Objectives as recommended by the Boone County Planning Commission in its Resolution R-24-014-A as part of the updated and amended Comprehensive Plan to be entitled “OUR BOONE COUNTY PLAN 2045”. The full text of Ordinance O-14-2024, including its exhibits, is available for examination in the office of the City Clerk of the City of Florence, Kentucky, in the Florence Government Center, 8100 Ewing Blvd., Florence, Kentucky, during regular office hours. Mayor Aubuchon called for a motion to approve the first reading of Ordinance O-14-2024. Councilmember Wingo motioned to approve, with a second from Councilmember Carroll. Mayor Aubuchon requested a Roll Call Vote. Councilmember Carroll, yes; Councilmember Chambers, yes; Councilmember Winn, yes; Councilmember Kemper, yes; Councilmember Wingo, yes; Councilmember Osborne, yes. Roll call recognized six yes votes approving the first reading of Ordinance O-14-2024 by unanimous vote. RESOLUTION R-4-2024: Mayor Aubuchon read Resolution R-4-2024. A Resolution of the City of Florence, Kentucky, adopting the Northern Kentucky Area Development District (“NKADD”) Title VI Program Plan and appointing the City of Florence Human Resources Coordinator as the City of Florence, Kentucky Title VI Program Coordinator. Mayor Aubuchon called for a motion to approve Resolution R-4-2024. Councilmember Wingo motioned to approve, with a second from Councilmember Osborne. Mayor Aubuchon called upon Joshua Hunt, Director of Administration/City Administrator, to discuss the Resolution. Mr. Hunt explained that the Kentucky Transportation Cabinet has required the city adopt a program to receive federal funds. To comply with Title VI, the city is adopting the Northern Kentucky Area Development District program and the new Human Resources Coordinator will manage the program. No further discussion was necessitated and based on the motion to approve Resolution R-4-2024 by Councilmember Wingo and seconded by Councilmember Osborne, Mayor Aubuchon requested a Roll Call Vote. Roll call recognized six yes votes approving Resolution R-4-2024 by unanimous vote. 2|Page Florence City Council Minutes: Tuesday, July 9, 2024 MAYOR’S REPORT: Mayor Aubuchon invited everyone to attend the Community Night of Prayer at Crossroads, Florence on 828 Heights Boulevard from 6 p.m. to 8 p.m. Considering the weekend's tragic shooting, she recognized the need for space where friends, family and neighbors could find solace and process the recent events. The Community Night of Prayer will focus on healing and support, offering prayers for the city, the families affected by the shooting and those who serve and protect our neighborhoods. Mayor Aubuchon stated that while it had been a very difficult week, the city had received positive messages from communities across the state and country. She expressed her gratitude to neighboring communities, departments in responding to the tragedy, and those offering support including Judge Executive Moore, local officials, Kentucky League of Cities Executive/CEO Director J.D. Chaney, and Governor Andy Beshear. Mayor Aubuchon advised there would be mental health professionals and pet therapy support available at the Florence Government Center on July 10 for anyone needing assistance. RECOGNITION: Mayor Aubuchon asked if anyone desired recognition. No one desired recognition. CLOSED SESSION: There was no need for Closed Session. ADJOURNMENT: There being no further business to come before the Council, Mayor Aubuchon called for a motion to adjourn. Councilmember Winn so moved, with a second from Councilmember Wingo.
