Florence City Council Special Meeting Tuesday, July 30, 2024 6:00 p.m. MINUTES The City Council of the City of Florence, Kentucky, met in special session on Tuesday, July 30, 2024, at 6:00 p.m. at the Florence Government Center, 8100 Ewing Boulevard, Florence, Kentucky, with Vice-Mayor Jenna Kemper presiding as chair. CALL TO ORDER & WELCOME: Vice-Mayor Kemper called the special meeting to order and declared the meeting open for the presentation of items on the special meeting agenda. INVOCATION & PLEDGE OF ALLEGIANCE: Vice-Mayor Kemper and Members of City Council recited the invocation. All attendees recited the Pledge of Allegiance. ROLL CALL: The roll was called, and the following four (4) members of council were registered present: Mel Carroll, Jenna Kemper (Vice-Mayor), David A. Osborne, and Patricia Wingo. Councilmembers Lesley Chambers and Gary Winn were absent. Staff members present were: City Attorney, Thomas R. Nienaber; Fire/EMS Chief, Rodney Wren; Chief of Police, Jeff Mallery; Public Services Director, Eric Hall; Director of Administration/City Administrator, Joshua J. Hunt; City Clerk, Melissa Kramer; Videographer, Perry Weber; and Police Lieutenant, Roger Allen. The following were also present in the audience: AICP Director, Boone County Planning Commission, Jenna M. LeCount; Resident of Florence, Nancy Corman; and Resident of Florence, Thomas Judd. APPROVAL OF MINUTES: Vice-Mayor Kemper called for a motion to approve the minutes of the July 9, 2024, business meeting. Councilmember Wingo motioned to approve the minutes with a second from Councilmember Osborne. All councilmembers present voted aye. Florence City Council (Special Meeting) Minutes: Tuesday, July 30, 2024 SECOND READING ORDINANCE O-14-2024: Vice-Mayor Kemper read Ordinance O-14-2024. An Ordinance relating to the adoption of the Statement of Goals and Objectives for the Review, Amendment, and Update of the Current Boone County Comprehensive Plan Entitled “Boone County Comprehensive Plan: Our Boone County Plan 2040”, as recommended by the Boone County Planning Commission, Pursuant to Chapter 100 of the Kentucky Revised Statutes, these goals and objectives being adopted herein as part of the updated and amended Comprehensive Plan to be entitled “Our Boone County Plan 2045”. The purpose of Ordinance O-14-2024 is to adopt the Statement of Goals and Objectives as recommended by the Boone County Planning Commission in its Resolution R-24-014-A as part of the updated and amended Comprehensive Plan to be entitled “OUR BOONE COUNTY PLAN 2045”. The full text of Ordinance O-14-2024, including its exhibits, is available for examination in the office of the City Clerk of the City of Florence, Kentucky, in the Florence Government Center, 8100 Ewing Blvd., Florence, Kentucky, during regular office hours. Vice-Mayor Kemper called for a motion to approve the second reading of Ordinance O-14-2024. Councilmember Wingo motioned to approve, with a second from Councilmember Carroll. Vice- Mayor Kemper requested a Roll Call Vote. Councilmember Carroll, yes; Vice-Mayor Kemper, yes; Councilmember Wingo, yes; Councilmember Osborne, yes. Roll call recognized four yes votes approving the second reading of Ordinance O-14-2024 by unanimous vote. FIRST READING ORDINANCE O-15-2024: Vice-Mayor Kemper read Ordinance O-15-2024. An Ordinance Adopting and Approving a Concept Development Plan in a Commercial Services/Planned Development/Parkway Corridor Study (C-3/PD/PO) District for an approximate 7 Acre Site located at 7915 US 42, Florence, Kentucky, to allow a density bonus for a previously approved Hotel, under the PD Regulations, and provide for an out lot for future development. (Drury Florence, LLC) The effect of this Ordinance is to allow a density bonus for a previously approved hotel, under the PD regulations, and provide for an outlot for future development on an approximate 7-acre site in a Commercial Services/Planned Development/Parkway Corridor Study (C-3/PD/PO) District. A Resolution authorizing a Referendum to determine whether cannabis business operations may occur in the City of Florence, Kentucky. Vice-Mayor Kemper called for a motion to approve Resolution R-5-2024. Councilmember Wingo motioned to approve, with a second from Councilmember Carroll. Vice-Mayor Kemper requested a Roll Call Vote. Councilmember Carroll, yes; Vice-Mayor Kemper, yes; Councilmember Wingo, yes; Councilmember Osborne, yes. Roll call recognized four yes votes approving Resolution R-5-2024 by unanimous vote. CLOSED SESSION: There was no need for Closed Session. ADJOURNMENT: There being no further business to come before the Council, Vice-Mayor Kemper called for a motion to adjourn the Special Meeting.
