MEETING MINUTES FOLCROFT BOROUGH COUNCIL WORKSHOP MEETING July 5, 2022 Location: 1555 Elmwood Avenue, Folcroft PA 19032 PRESIDENT – Joseph Papaleo: Called the Council Meeting to order at 7:02 PM and reiterated that there would not be a second meeting for the month unless otherwise called. Mayor DiCicco led the flag salute and Invocation. Roll Call: (Council President Papaleo was present, Councilmember Nicholas Waters was absent, Councilmember Leigh Daly was present, Councilmember Tawana Grayson was present, Councilmember Malinda Isaac was present, Councilmember Lorna Fyffe was present, Councilmember Stephen Ropski was absent, Mayor Franny DiCicco was present, Solicitor Alex Baumler was present, Secretary/Manager Andrew Hayman was present.) Audience Participation There was no public comment Public Finance & Administration - Mr. Papaleo • Members considered a quote for website design. Manager Hayman explained that this was effectively the same quote mentioned in a previous meeting but at a different, reduced rate. A motion to approve a website design was made by Ms. Fyffe and seconded by Ms. Grayson. The motion passed unanimously. • Members considered a Borough Civil Rights and Responsibilities Policy. Manager Hayman explained that this was a template policy required to implement body cameras and required to receive grant funding through PCCD. Ms. Grayson clarified whether this policy was similar to Lansdowne’s body camera policy. Mr. Hayman said it was. A motion to approve a borough civil rights and responsibilities policy for body cameras was made by Ms. Daly and seconded by Ms. Isaac. The motion passed unanimously. . Members considered Resolution 2022-11 approving an AARLE Grant Application. Ms. Isaac made a motion to approve and Ms. Grayson seconded. The motion passed unanimously. Public Works - Ms. Grayson  • Ms Grayson had no new business. Public Safety– Mr. Waters • Members considered an updated CCBA with FOP Lodge 27. Manager Hayman explain that this is just a compilation of the previous MOUs that have been agreed upon and that labor counsel had advised that this should be approved. Ms. Daly made a motion to approve the updated CCBA with FOP Lodge 27. Ms. Isaac seconded. Ms. Grayson asked about Police negotiations and who headed this as Mr. Waters is not currently able to be active on council. Ms. Grayson asked who the other two members are. Mr. Papaleo said Ms. Daly and Ms. Fyffe. Ms. Grayson asked the point of this board. Mr. Papaleo said that this was the terms of the old contract with a 3% raise which has already been approved. Mr. Papaleo said that this was for the labor council to approve and as there was no differentiation from the previous contract and compared it to other nearby municipalities. Mr. Hayman explained the difference and how he understood this to be compiling of all of the agreements currently in existence. Ms. Grayson said she understood that part time pay was considered but few new part-timers have applied or been hired. Mr. Papaleo explained that part-timers could be used for periods of time in which there is increased crime like drunk driving and that they frequently work holidays when more crimes may be committed. Ms. Daly said full-timers can be paid and put on the clock during these hours as well as she agreed that the newest officers should not be the only individuals on duty during such holidays. Ms. Isaac mentioned recent shootings in Philadelphia and Chicago during the holiday and concurred with her fellow councilmembers. Mr. Papaleo said that he would have a conversation with Mr. Water’s spouse to have her relinquish his role as he did not believe Mr. Waters would be able to return, at which point he would decide a successor. Ms. Daly made a motion to approve the updated CCBA with FOP Lodge 27. Ms. Isaac seconded. The motion passed unanimously. Public Health and Literacy - Ms. Fyffe • Ms. Fyffe had no new business to discuss. Public Parks and Recreation – Ms. Daly • Councilwoman Daly announced winners of the 4th of July Contests. Ms. Daly said there were two contests: best decorated home and hat contest with Mayor DiCicco presiding. Ms. Daly said first place for house contest was 3016 Kent Rd, adult hat best decorated was Barb Crisco and then listed the name of the children who won. Ms. Daly presented prizes she said she would drop off today or tomorrow and that in total 25 hats were given out. Ms. Daly said that she spoke to Manager Hayman about setting up a fourth of July committee with southeast Delco where the festivities would be split and rotated. Municipal Ordinances and Code Enforcement – Mr. Ropski • Mr. Ropski was absent. Mr. Papaleo said there was no new business to report however he had received reports that revenues were up over 100% from these efforts. Municipal Planning and Borough Beautification – Ms. Isaac • Ms. Isaac had no new business to discuss. New Building – Ms. Grayson • Ms. Grayson said that we were days away from the groundbreaking ceremony. Ms. Catania said the contractor has staked out the site and Aqua should be putting in the new water line and connection on Ashland Avenue versus them doing a restoration and then the Borough damaging it. Ms. Catania said this was for potable water for fire service, sprinklers and drinking water. Ms. Catania said that the contract is still waiting as of Thursday for test results from the fill as there are two different sources – one from Frank Excavating and Ms. Catania was unsure of the other source. Ms. Catania said she did not want any issues later as this is right near the Clearview dumpsite. Driveways and Parking Permits – Ms. Daly . Members discussed whether or not the crime watch application could be used for overnight vehicle reporting. Ms. Daly said she reached out to Chief Bair and Officer White that another community locally is using its crimewatch application for overnight parking. Ms. Daly said that this could be done and so long as councilmembers agreed. Ms. Daly said guests could be reported on crimewatch and then a printout would be provided for officers at night. Ms. Daly said that the Police were excited that this was already in existence and was free. Ms. Daly said this would be up and running and providing information to residents. Ms. Daly said this would also be good as it would expose more residents to the crimewatch application. Mr. Papaleo directed Manager Hayman to make the next meeting format a regular meeting. Ms. Catania said she understood agreements were being sent over. Mr. Baumler said his office had received some plans but returned them. Ms. Catania said she prepared a stormwater ordinance to be reviewed but it includes an option for pet waste to be compliant with the MS4. Ms. Catania said there would be an option for pet waste which would make residents out of compliance with the clean waters act versus the Borough getting into inspections of best management practices, noting various locations allowing the Borough to enforce or not enforce something which would require individuals to get inspections by inspectors who are qualified. Ms. Catania said there are changes to impervious coverage so that if someone attempts to regrade their back yard it triggers a stormwater ordinance. Ms. Catania said that it would be more difficult for typical residents to do this but there are simplified methods where residents can fill out forms and get it done. Ms. Catania said this would not be overbearing. Ms. Catania said the Borough would have to put together a grading permit and put something in the fee schedule for fees and escrow if a developer comes in the Borough would have to pay. Ms. Catania said that the borough had received from OHCD the Borough received a notification for the second phase of Montgomery Park. Ms. Catania. Ms. Catania said that the pipe replacing the storm sewers are due on July 17th. Ms. Catania said the subdivision plan has been submitted to the County and the local commission must meet as well. Ms. Catania said that the Mayor should receive a letter for confirmation. Ms. Catania said that the ARLE Grant was in on the 30th for raised pedestrian crosswalks at Ashland and Delmar would be emplaced and all signals would be replaced as well. Mr. Papaleo said he was signing the ARLE Grant Resoltion. Mr. Baumler said he is still doing his do diligence with the swim club purchase with his intent to have the approval of the purchase done for the August meeting. Mr. Papaleo asked if there were liens. Mr. Baumler said it would need to be discussed with the club and he would sort it out. Mr. Baumler said that James from his firm put together an in-depth memo with updates about rental inspection updates based on Pottstown’s model as Pottstown was sued for this and was at the outer bounds of what was legally permissible in the State. Mr. Baumler said he sent it to Manager Hayman and that this ordinance would be approximately a 6 month process. Mr. Papaleo said he would like to talk in private about this. ENTER MANAGER DISCUSSION LATER Mr. Papaleo noted an audience member that had attended and asked if he would like to speak. The resident said he would not like to speak and was just curious. Old Business Mayor DiCicco said that sometime this week the parade route would be redone as motorcycles could not drive safely and that she would provide Mr. Hayman applications. New Business Ms. Grayson said that the Pennstate master gardeners are having a contest for individual and community gardens and she had a half an hour conversation so she said she will talk to the rest of the community gardeners and attempt to submit the Borough garden to see what happens. Ms. Grayson said there is still one more plot available. Mr. Papaleo said there was still one more vacancy. Mr. Papaleo said he had brought straw into the garden and noted the differences between hay and straw. Ms. Grayson discussed a humorous situation involving her interaction with a local community gardener. Mr. Papaleo suggested building a compost pile out of pallets. Ms. Daly noted that a resident called to complain that a person was eating her lettuce but Ms. Daly believed it was a squirrel. Mr. Papaleo asked if any members eat groundhog as he intended to kill one at his cabin. Ms. Catania said that she got rid of the groundhogs with fox urine. Mr. Papaleo said he did not remember seeing this many groundhogs as a kid. Ms. Fyffe said there was one in Montgomery Park. New Business Mayor DiCicco said she received an email from a resident who’s vehicle was towed and that nobody was around after 4:00pm. Ms. DiCicco said this is a Yeadon resident. Mr. Papaleo said this didn’t come without warning and that there were at least 5 tickets placed on the car. Ms. DiCicco said that she would forward the complaint to Mr. Papaleo. Ms. Fyffe made a motion to adjourn the meeting. Ms. Daly seconded. The meeting adjourned at 7:40pm. Adjournment
