FOLCROFT BOROUGH COUNCIL MEETING MINUTES January 28th 2025 PRESIDENT – Joseph Papaleo: Call the Council Meeting to order Mayor: Flag Salute and Invocation. Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson, Councilmember Malinda Isaac, Councilmember Lorna Fyffe, Councilmember Stephen Ropski, Councilmember Frank Redding, Mayor Franny DiCicco, Solicitor Colleen Marsini, Secretary/Manager Shawn Payne) Audience Participation Engineer’s Report- Nick Cross read the engineers report. Public Finance & Administration - Mr. Papaleo • Motion to approve the Bill list for the December 2024. Motion made by Councilperson Isaac, second by Councilperson Ropski. • Motion to approve the treasure report for the month of December 2024. Motion made by Councilperson Fyffe, second by Councilperson Isaac. • Motion to approve the Meeting Minutes from the Workshop and Council meeting for the month of December 2024. Motion made by Councilperson Ropski, second by Councilperson Isaac. • Motion to approve the Borough to get an Appraisal for the Swim Club Property. Motion made by Councilperson Fyffe, second by Councilperson Ropski. Roll call vote 6-1 abstain Councilperson Daly. Public Works - Ms. Grayson • Motion to approve Resolution 2025-3 – Revised Authorization Resolution for the 2024 LSA Grant. Motion made by Councilperson Grayson, second by Councilperson Isaac. • Motion to approve Resolution 2025-4 –Authorization Resolution for the 2025 CDBG Grant Program. Motion made by Councilperson Grayson, second by Councilperson Ropski. • Motion to approve each elected official one free rental a year at the Borough Community Center. Motion made by Councilperson Grayson, second by Councilperson Isaac. Public Safety - Mr. Ropski • Motion to approve the Police report for the month of December 2024. Motion made by Councilperson Ropski, second by Councilperson Fyffe. • Motion to approve Fire Marshal report for the month of December 2024. Motion made by Councilperson Ropski second by Councilperson Fyffe. • Motion to approve Fire Chiefs report for the month of December 2024. Motion made by Councilperson Ropski, second by Councilperson Isaac. • Discuss Conditional Offer for Full Time Police Officer from the Civil Service list. Motion made by Councilperson Ropski, second by Councilperson Daly. Health and Literacy - Ms. Fyffe • Motion to approve the 1st quarter allocation for the Library in the amount of $20,000.00. Motion made by Councilperson Fyffe, second by Councilperson Ropski. • Motion to approve Resolution 2025-5 for Library Board members. Motion made by Councilperson Isaac, second by Councilperson Daly. Parks and Recreation – Ms. Daly • Motion to approve Proposal for Professional Services for the Cannon Park Improvements Project. Motion made by Councilperson Daly, second by Councilperson Fyffe. Councilperson Grayson expressed her concerns about not getting enough information from the engineer. President Papaleo stated that it is not the engineer but the developer. He will handle the communication issues we are having. Municipal Ordinances and Code Enforcement – Mr. Redding  Motion to Approve Ordinance 2025-1 Amending the RCO. Motion made by Councilperson Redding, second by Councilperson Ropski. Municipal Planning and Borough Beautification – Ms. Isaac Driveways and Parking Permits – Ms. Daly Police Chief’s Report- Chief Bair read his report. There were 4 applicants being processed for the crossing guard position if they pass their clearances. Motion made by Councilperson Daly, second by Councilperson Ropski to accept the hiring of the crossing guards. Solicitor’s Report- Ms. Marsini read the solicitors report. There was a Conditional Use Application created. After this project we will need to assign a cost to the Conditional Use Applications. The nuisance statute was explained and how the process should work. She is working on an ordinance to go after the company that is responsible for their clients. Finance Director’s Report- Mr. Caponi read the finance director’s report. Mayor’s Report- Mayor DiCicco would like to create an outreach program for the community. There was further discussion on her vision. President Papaleo thought it was a great concept. Borough Manager’s Report- Mr. Payne read the managers’ report. He gave an update stating that the planning commission approved Emporia. He also thanked the highway crew for the great job they did with the snow removal. Old Business  Consideration of a proposal reappointing Remington & Vernick Associates as Borough Engineer. Motion made by Councilperson Isaac, second by Councilperson Daly. Pending contract revision including a not to exceed clause.  Consideration of purchasing $3,000 worth of gym equipment for the Community Center. Mr. Payne reached out to Gallagher and they are looking into the liability concerns and how that would work. What if an employee uses the equipment and gets hurt. Is that Workers Comp? Councilperson Grayson asked if Cardio Drumming and Yoga are using the liability waivers. Waivers will be created for all events going forward Motion to table made by Councilperson Isaac, second by Councilperson Ropski.  Councilperson Daly asked the engineer if he could look at a map to see where a 12x36 ft. shed could be placed if we bring the pantry down to our new location. There was further discussion on the matter. New Business  President Papaleo congratulated Robert Thompson was sworn in as the New Fire Chief. Also asked Chief Thompson to get back to him for the Fireman tax relief.  Councilperson Daly wants to get clarification on park rentals. There was a discussion on the matter. President Papaleo tasked Mayor DiCicco, Councilperson Daly and Grayson as well as Ramona Petty to come up with a plan. It must be a quorum.  Mr. Kessler thanked council for their help and participation giving out the candy canes. Adjournment Motion made by Councilperson Ropski, second by Councilperson Daly.
