FOLCROFT BOROUGH COUNCIL WORKSHOP MEETING MINUTES April 8th, 2025 PRESIDENT – Joseph Papaleo: Call the Council Meeting to order at 7:00 PM Mayor: Flag Salute and Invocation. Roll Call: (Council President Papaleo (excused), Councilmember Leigh Daly, Councilmember Tawana Grayson, Councilmember Malinda Isaac (excused), Councilmember Lorna Fyffe, Councilmember Stephen Ropski, Mayor Franny DiCicco, Solicitor Kailie Melchior, Secretary/Manager Shawn Payne Jr) Audience Participation  Laverne Rockymore1903 Delmar stated that there was a tree that fell at 1911 Delmar Dr. Finance & Administration ‐ Mr. Papaleo  Discuss Brandywine SPCA Contract‐ table to next meeting Public Works ‐ Ms. Grayson  Discuss Hiring part time seasonal workers‐ Motion made advertise for seasonal part time help for the highway department from spring to fall and possible another for June, July and August. Public Safety– Mr. Ropski  Motion to approve Conditional employment for Part time Police Officer to Christopher Lyons. and Aiden Santos pending Graduation from The Police Academy. Motion made by Councilperson Ropski, second by Councilperson Fyffe. Motion carries.  There is a 3rd candidate that accepted the offer and it will be on the next meeting’s agenda.  Discuss Civil Service Appointment. Motion made by Councilperson Ropski to appoint James Williams to the Civil Service Commission, second by Councilperson Fyffe. Motion carries. Health and Literacy ‐ Ms. Fyffe  There is a book ands bake sale on April 26, 2025 at the library. Parks and Recreation – Ms. Daly Municipal Ordinances and Code Enforcement –  Discuss Ordinances for chaining grills up  Discussion on charcoal grills must be extinguished completely. Will advertise when there is a wind advisory etc. Municipal Planning and Borough Beautification – Ms. Isaac  April 26th is clean up day and we are still looking for block captains. Driveways and Parking Permits – Ms. Daly  no report Police Chief Report‐ Chief Bair  Thank you for hiring the 2 and Ariel Brown. Solicitor’s report‐ Kailie Melchior  Working on the appraisal for the pool.  Working on the Firefighter tax ordinance gathering other towns information to compare options.  Working on the parking on the grass ordinance. Mayor’s report‐ Mayor DiCicco  Inquired about the number of cones available to block streets. Managers’ report‐ Shawn Payne  He will have a full report next meeting  Thank you to the highway and first responders for a good job with the trees.  If any councilmembers have any neighbors that want to volunteers for these committees, we cannot keep having the employees doing these events. The employees physically cannot keep doing all the work.  Councilperson Grayson asked what other methods can we use to advertise. We use the website, the electronic sign, we advertise on the calendar, social media and robo calls.  Mayor DiCicco suggested palm teasers.  Whoever is doing community day the fireworks will possibly have 50% increase to the tariffs. Councilperson Daly stated that if we lock in soon, we should get last year’s price. Old Business  Easter Egg hunt will be moved inside if it rains and might cancel breakfast with the Bunny for lack of participation. New Business  No new business Adjournment  Motion to adjourn made by Councilperson Grayson, second by Councilperson Ropski. Motion carries.
