Presentation 16-0057 South Baldwin Chamber Foundation Updates Attachments: Chamber Foundation Agenda Request Form City of Foley Presentation 2015 in Review (1) Gale Croft from the South Baldwin Chamber Foundation gave a report on the Foundation's 2015 events, which is attached as backup to the minutes. Discussion Items 16-0093 Discussion Event Center Bond Budget Attachments: Foley Event Center Budget (1) Matt Denaburg from Hoar Program Management gave a PowerPoint presentation on the Foley Event Center, which is attached as backup to the minutes. 16-0063 Discuss Fern Avenue Extension cross section and budget. City of Foley, AL Page 1 City Council Meeting Minutes - Final February 15, 2016 Attachments: Letter - Funding Reallocation Request to Ed Austin City Engineer Chad Christian presented cost estimates for a 2-lane "typical" cross-section and a special 2-lane "divided" cross-section for Fern Avenue. The "typical" could be built with the 80/20 matching grant (ALDOT 80% Foley 20%). The "special" section would be a 73/27 split (ALDOT 73% Foley 27%) and would require approximately $380,000 additional funds. There was a consensus to proceed with the "typical" section and 80/20 match with no additional funds to be requested from the Council. Discuss Council Meeting Agenda of February 15, 2016 16-0045 AN ORDINANCE AUTHORIZING THE CONVEYANCE OF PROPERTY AND RELATED TRANSACTIONS FOR THE ESTABLISHMENT OF AN ARMORY FOR THE ALABAMA NATIONAL GUARD BY THE ARMORY COMMISSION OF ALABAMA IN THE CITY OF FOLEY, ALABAMA - City Administrator Mike Thompson reported soil samples were being taken this week in preparation for the new armory. This item remained on the agenda 16-0046 An Ordinance To Rescind Ordinance 16 2000 Ordinance Amending Ordinance 1196 12 To Include Lot 8A And Lot 8B - This item remained on the agenda 16-0053 Street Light and Pole Installation at Shoenight Circle - City Engineer Chad Christian reported this item for an additional light pole and light at Shoenight Circle off of County Road 12. This item remained on the agenda. 16-0054 Street Light Install On Existing Pole at Wolf Bay Lodge and CR 20 - This item remained on the agenda. 16-0061 Food Trucks Request for Tables - Mr. Thompson reported the South Baldwin Chamber of Commerce recently started having food trucks on Wednesdays for lunch. The Chamber is requesting the City's Parks Department to bring over picnic tables for seating. This would be placing public equipment on private property. Council will have to decide if it is for a public good. The purpose is to bring more foot traffic to downtown. This item remained on the agenda. 16-0062 A resolution to approve upgrading the storefront entrance on the south side of the Senior Center. - This item remained on the agenda. 16-0065 Speed Bumps for Dog Park - City Engineer Chad Christian reported there is already cut-through traffic in the area of the dog park and it would be best to install speed bumps before opening the dog park. This item remained on the agenda. 16-0066 Request to surplus 2 large kiosks that were donated to the city, and arrange for their disposal. - Marketing Director LaDonna Hinesley reported the Tanger Outlet Center donated the kiosks to the City a few years ago. Two of the kiosks are damaged and are not repairable. This item remained on the agenda. City of Foley, AL Page 2 City Council Meeting Minutes - Final February 15, 2016 16-0067 Request to use Donation for Police Equipment - This item remained on the agenda. 16-0068 A resolution to waive fees for the use of the Civic Center for the Lower Alabama Search and Rescue meeting. - Ray Hogans Lower Alabama Search and Rescue reported they are hosting a state conference meeting Saturday, February 20, 2016 in the Council Chambers. Mr. Hogans reported the Civic Center is now available on this date and he is requesting the fees be waived for the use of the Civic Center. he also reported the City can keep the fees that were paid to rent the Council Chambers. Municipal Complex Director Pam Harris reported the event is a meeting and does not fall under the guidelines the City put in place to rent the Civic Center at a reduced rate because the event is not a fundraiser. There was a consensus from Council to not set a precedents to waive or reduce rental fees for non-fundraising events. Council Member Charles Ebert, III reported he would be happy to pay the fees himself since it is for a good cause. There was a consensus to remove this item from the agenda. 16-0070 Acceptance and Use of Riviera Utilities Donation - Grant Organizer Kate Embry reported Riviera Utilities donated $3,000 to go towards the City's gateway signs. Riviera Utilities General Manager Tom DeBell reported the funds were donated from a Community Support Grant that had to be claimed by the end of September. Mr. DeBell had to provide a community reason for the funds and believed the gateway signs were a good match for the expenditure. This item remained on the agenda. 16-0072 Amendment to Ordinance No. 1018 07 (Business License Ordinance) relating to Special Events Vendors - Revenue Officer Meg Hellmich reported the amendment would allow specific vendors that will be present on a limited basis for particular Sports Tourism events such as the ASA Archery Tournament to be exempt from the business license requirements. Mr. Thompson reported the Archery Tournament is this weekend and Council could suspend the rules for the immediate adoption of this ordinance. This does not include food truck vendors. This item remained on the agenda. 16-0073 Request to enter into a contract with NIRSA for the 2016 National Soccer Championships to be held in Foley - This item remained on the agenda. 16-0075 Consider approving South Baldwin Chamber of Commerce's requests to hold a three day Hot Air Balloon Festival at the Foley Sportsplex, May 6th, 7th and 8th, 2016. - This item remained on the agenda. 16-0076 Sports Tourism Request to Purchase Capital Item - Fire Chief Joey Darby reported there is a need for a medical ATV and stretcher to be used at the sports fields to drive on the fields in the event of an injury without damaging the fields. This is a budgeted item and it remained on the agenda. 16-0078 Accept Donation from Gulf Coast Elks Lodge for Rescue Equipment - Fire Chief Joey Darby reported the Gulf Coast Elks Lodge donated $2,500 for needed rescue lifting bags. This item remained on the agenda. 16-0080 Ordinance to amend ordinance 1101 09 to include the rental usage of the Centennial Plaza. - Recreation Director David Thompson reported there City of Foley, AL Page 3 City Council Meeting Minutes - Final February 15, 2016 is a need to amend the City's Heritage Park and Pavilion rental ordinance to include the Centennial Plaza. This item remained on the agenda. 16-0081 Residential Sanitation Write Offs as Uncollectible in the Amount of $64.00 - This item remained on the agenda. 16-0083 A Resolution to Set A Public Hearing To Adopt The 2016 Redistricting Plan. - Mr. Thompson reported the City of Foley's population as December 31, 2015 is estimated at 17,096. The City is only obligated to redistrict every census but we redistrict to right size the population that is spread amongst the five districts. If it was not right sized, the difference in population from highest population district to the lowest population district would be 19.5%. After redistricting, the difference is 3.7%. According to the Department of Justice, the goal was each district population had a difference of 5%. Mr. Thompson also reported the black population increased in Council Member Vera Quaites' district by approximately 2%. This item remained on the agenda. 16-0084 Consider a Stormwater Easement Agreement - Mr. Thompson reported this agreement will allow the City to take the asphalt parking lot drainage on the west side of Pride Drive into a detention basin that CEIDA has created on their property in return, the City will allow CEIDA's stormwater to drain into the City's pipes. CEIDA pays for the basin, the City pays for the pipes so both parties will benefit. This item remained on the agenda. 16-0085 Consider the Acceptance of a Small Right of Way Easement for the Entranceway Off the North Roundabout. - Mr. Thompson reported this easement is for the north roundabout on Pride Drive. CEIDA is giving the City and easement on their property to build the road for the roundabout, which also gives CEIDA access to their six acre parcel of land as well. This item remained on the agenda. 16-0087 AN ORDINANCE TO AMEND THE SINGLE MEMBER VOTING DISTRICTS OF THE CITY OF FOLEY - This item remained on the agenda. 16-0090 Street Light Installation on Existing Pole in Alley South of 211 West Myrtle Avenue - This item remained on the agenda. Mayor's Comments Mayor Koniar congratulated Sport Tourism Executive Director Don Staley on NIRSA choosing the City of Foley for their soccer tournament in November, 2016. Visitor's Comments David Vosloh reported the Baldwin County School Tax is up for renewal on Monday, March 7, 2016. He reported people are under the false impression that these are new taxes and they are not. The three mill tax was initiated in 1917 and the one mill tax was initiated in 1942 and they had been renewed every since those dates until last year. If the renewals fail, there will be significant cuts.
