Call to Order
Council President Wayne Trawick called the December 3, 2018 Work Session
Meeting to order at 4:30 p.m.
Roll Call
All Council Members were present with the exception of Councilmember
Charlie Ebert who was absent due to travel. Also present: City Administrator
Mike Thompson, Kate Embry, Sandra Pate, Sue Steigerwald, Andy Forsythe,
David Thompson, Don Dukemineer, Beverly Manley, Joey Darby, John
Jackson, David Wilson, Chad Christian, Daniel Hudson, Gary Campbell, Angela
Grace, Francis Holk-Jones, and Press Representative Jessica Vaughn.

18-0619 Planning Commission Recommendation of Public Projects

Councilmember Ralph Hellmich reported to the Council that the Planning
Commission certifies the projects for the whole year and then sends to the
Council. There was no further discussion on this item, it remained on the
agenda.

18 0611 A Resolution to Reappoint Charles Eubanks and Appoint Jared Brothers
to the Fire Code Board of Appeals.

18 0621 Resolution Requesting To Waive Fees To Minimum For Calvary Chapel

18 0622 A RESOLUTION AUTHORIZING THE MIFLIN ROAD CAPITAL
IMPROVEMENT PROGRAM

City Administrator Mike Thompson reported to the Council that there is a
cooperative fee for this property that is split 50/50. The two halves would be
pooled together to improve the outdoor space. Mr. Thompson reported that the
fee has been collected for 18 months and the first project would be to pave the
gravel lot. There was no further discussion on this item, it remained on the
agenda.
18 0627 Resolution Authorizing Employees to Enter Upon the Property at 1605
and 1609 South McKenzie Street (Old IHOP Location) for the Purpose of
Abating the Public Nuisance.
The property has been abated. There was a consensus to remove this item
from the December 3, 2018 Council Meeting.
18 0628 A Resolution Approving the Purchase of one Custom Pumper for the
Foley Fire Department
Fire Chief Joey Darby reported to the Council that bids were open on
November 7, 2018 and there was only one bidder. Chief Darby reported to the
Council that the bid was over budget but due to one bidder the City is able to
enter negotiations for the equipment. Chief Darby reported that he has met
with the National Sales Manager and there has been a $6,000 deduction
without changing anything on the truck and utilizing additional dealer
discounts. Chief Darby reported that the plan for the current pumper would be
to sell it to a volunteer department in the region. There was no further
discussion on this item, it remained on the agenda.
18 0630 Resolution Amending Pay Classification Plan (PCP) for certain position
changes within the Foley Police Department. No additional budget funds are
necessary for this action.
Human Resources Director Sandra Pate reported to the Council that this
resolution will accomplish two things. First, creates two regular, full time patrol
positions for a limited amount of time. Second, converts a Corporal/Detective
position to a Narcotics Sergeant position. There was no further discussion on
this item, it remained on the agenda.

Gary Campbell to discuss the HOTSpot.

Angela Grace reported to the Council that HOTspot is a co-working space that
assists the small business industry with collaborative work environments. Ms.
Grace reported that HOTspot is located in the old Onlooker building, the front
of the building will be dedicated to professional services while the back of the
building will be dedicated to multimedia industries and needs. Ms. Grace
reported that there is a $50 deposit to receive your key and the cost is $125 per
month for services. There are current three attorneys, an accountant, and one
entrepreneur signed up with HOTspot. Gary Campbell reported to the Council
that his testimony for HOTspot shows how this co-working space can advance a
business. Mr. Campbell reported that he is in real estate and has had great
success since joining forces with HOTspot. There was no further discussion on
this item.

There were no comments to report.
Visitor's Comments
Library Director John Jackson reported to the Council that there is a large
chance of rain for Friday and Saturday during the planned Christmas events,
including the Christmas Parade. Mr. Jackson reported to the Council that there
are 64 groups participating in the parade and that it is a four hour event,
including line up time; rescheduling options have been difficult due to
conflicts. City Administrator Mike Thompson reported to the Council that the
street closures for the parade are approved by the Council so this is to make
them aware that if there are any changes or rescheduling there will not be
enough time to notify the Council for road closures. Mr. Thompson reported
that if there is a forecast of occasional showers then the Kiwanis Club plans to
move forward with the parade. John Jackson reported to the Council that the
Kiwanis Club will meet on Tuesday and there may be additional alternatives
that can be considered. There was no further discussion this item.
