The motion carried by an unanimous vote. Ordinances, Resolutions and Other Business 16-0291 Award bid for Construction of foundation and metal building (Event Center) Attachments: 05-13-2016 LOI Event Center Package 1 - Dunn Building (2).pdf Mr. Denaburg reported there is an initial budget in the packet; page 2 is the running estimate of the project broken out into each package into their dollar value limits for the 90,565 sf building. Site/Civil Work $1,714,255; PEMB & Concrete Package (Metal Building) $2.5 million; General Trades Package $42.56 million; Mechanical Package $1.4 million; Electrical Package $1.6 million for a total Multi-Prime of $11.16 million. Architectural/Engineering fees, soft costs and other owner items broken out are still hitting the budget number. They still have $150,000 in design contingency and still have $500,000 in the construction contingency bucket. Everything looks good. There were five bid requests sent out and four returned; they did not receive a bid from Bayshore Construction. The lowest responsible bidder was from Dunn Building Company who are based in Mobile. HPM have worked with them in the past and they specialize in metal buildings. Their base bid was $3,897,000 and included two alternate bids. The first alternate bid was for insulated wall panels for $135,000 and the second alternate was insulated roof panels for $103,000. At this time there is no available funding for the alternates so HPM is not recommending them. Mr. Denaburg reported at the time they turned the bids in they also asked for value engineering. Dunn submitted a list the Value Engineering options, which were reviewed by HPM and the architect. Some were minor in detail and some had some aesthetics implementations. HPM made recommendations as to accept or decline the value engineering based on the architects' recommendations. They have four items pending and $97,000 worth of value engineering. They hope to increase that as time goes on and that is how they came up with the $3,897,000 changed to $3.8 million. Originally they had 10' high pre-cast panels starting at the bottom and working its way up. It requires a lot of extra structural design and backing to support the pre-cast panels. Dunn Building in their B option listed an alternate for the metal panel that simulates pre-cast. He brought samples of each. The architects believe that it is a good viable option if the District members want to take that route. Mike, Jeff and Don have seen it and like it. Mr. Koniar asked if the alternate would have an affect on the wind loads and Mr. Denaburg reported there would be no effect. It does have a higher rating. He will need to get some more information on the backing. They will be doing more research on it and that is why it is in the pending status. There will be a change order if they decide to take it. They would like a warranty higher than ten years. Mr. Ebert is very apprehensive about it because of the EFIS (Exterior Finish Insulation System) in the industry. Mr. Denaburg reported the Limited Letter of Intent will tell Dunn that they are beginning the negotiations for the contract in an amount up to $3.8 million. In looking at the foundation changes they hope to get a little bit closer to $7 million. The letter will release them to go to work on procuring the insurance bonds, preparing their submittals, getting any long lead items they need, and eccentually releasing them for costs incurred up to $250,000 over the course of the next week or two until we can finalize their contract. A motion was made by Member John Koniar, seconded by Secretary/Treasurer Charles Ebert, III, they move forward with a letter of intent and the resolution be adopted. The motion carried by an unanimous vote. Enactment No: 16-0026-PCEFCD 16-0292 Authorize PCEFCD Chairman to enter into an agreement with Martin Construction and CEIDA for dirt removal. Mr. Denaburg reported CIEDA and Martin Construction have agreed to take up to 50,000 cubic yards of dirt of the City's site, which is approximately the amount that needs to be removed in excess dirt. They are willing to do that for $3.00 per cubic yard, which normally runs approximately $7-$8 per cubic yard. Martin sent their proposal to HPM this morning and they are recommending that the City approve moving forward. They will issue a purchase order so City of Foley, AL Page 2 Public Cultural & Entertainment Meeting Minutes - Final May 13, 2016 Facilities Cooperative District they can begin placing the dirt on CIEDA's property at their use and leisure. They will use the dirt the City doesn't need for building pads; otherwise, the City would pay $7-$8 per cubic yard just to haul it off. Mayor Koniar asked how long the ground would be exposed (dust). Mr. Denaburg reported they are working on getting the parking lot laid out to get some base laid down and not have any issues. They have their water truck working and he will be on site. The site improvements begins in September. The general trades packages will be bid around the same time around September and will start work around September/October. They will continue on through May until they are completed. Mayor Koniar asked what the next step was. Mr. Denaburg reported over the course of next week they will be working deligently to finalize an agreement. At that point they will bring it back to the Chairman, Skip Davis, to sign if it is under the $3.8 million. After that HPM will give them a Notice to Proceed and they will let them go to work. Before they go to work, they will have all their bonds, insurance and other documentation in place. Mr. Ebert made a motion to approve this item and Mr. Koniar seconded the motion.
