Welcome to a meeting of the Fontana City Council. A complete agenda packet is located in
the binder on the table in the lobby of the Steelworkers' Auditorium 8437 Sierra Avenue
Fontana, CA 92335. To address the Council, please fill out a card located at the entrance to
the right indicating your desire to speak on either a specific agenda item or under Public
Communications and give it to the City Clerk. Your name will be called when it is your turn to
speak. In compliance with Americans with Disabilities Act of 1990 (42 USC § 12132), the

AJ. Award Bid for Landscape Maintenance Services, SP-53-PW-23 21-1910
1. Award bids in the total amount of $14,556,118, and authorize the City
Manager to enter into an agreement for two (2) years, for Landscape
Maintenance Services (SP-53-PW-23) to the following bidders in the
amounts of:
a. Area 1 - California Landscape and Design, Inc, $4,023,745
b. Area 2 - California Landscape and Design, Inc. $2,786,517
c. Area 3 - Stay Green, Inc. $4,223,624
d. Area 4 - Mariposa Landscape, Inc. $3,522,229
2. Authorized the City Manager to execute future contract amendments for
remaining three (3) additional one-year (1) renewals for a total 5-year
contract.
3. Approve a budget adjustment in the amount of $360,777 to increase
appropriations to be included in the 2022-23 Mid-Year Budget Report.

AK. Adoption of a Resolution Approving the First Amendment to 21-1925
the Integrated Waste Agreement with Burrtec Waste
Industries, Inc. and Finding the Action Exempt from the
California Environmental Quality Act
1. Adopt Resolution Approving the First Amendment to the Integrated Waste
Agreement with Burrtec Waste Industries, Inc.
2. Authorize the City Manager to execute any documents necessary or
appropriate to effectuate said amendment and/or associated approvals.
3. Find the action exempt from the California Environmental Quality Act.

A. Zoning Code Amendment No 22-013; A request for the 21-1845
adoption of an Urgency Ordinance by repealing and
replacing Chapter 30, Article 5, Division 5, Section No.
30-467 of the City of Fontana Municipal Code relating to
accessory dwelling units and junior accessory dwelling
units, and determining the ordinance to be exempt from
CEQA
1. Determine that the project is exempt pursuant to Section 15061 (b) (3)
(General Rule Exemption), of the California Environmental Quality Act
(CEQA) and Section No. 3.07 of the 2019 Local Guidelines for
Implementing CEQA and direct staff to file the Notice of Exemption; and,
2. Read by title only and waive further reading of and introduce Ordinance
No. 1910, an Urgency Ordinance of the City Council of the City of
Fontana, approving amendments to Chapter 30 (Zoning and Development
Code) of the Fontana Code to repeal and replace Chapter 30, Article 5,
Division 5, Section No. 30-467 of the City of Fontana Municipal Code
relating to accessory dwelling units and junior accessory dwelling
units, and that the reading of the title constitutes the first reading thereof .

B. Quarterly Lien Action for Delinquent Sewer, Rubbish and 21-1870
Weed Abatement Accounts
1. Authorize staff to complete and record lien notices against real property
for those sewer accounts sixty days or more delinquent as described in
Certified Lien List and direct staff to forward recorded liens to the County
for collection.
2. Authorize staff to complete and record liens against real property for
those rubbish accounts more than ninety days delinquent as described in
the Certified Lien List and direct staff to forward recorded liens to the
County for collection.
3. Adopt Resolution No. 2022-140,of the City Council of the City of Fontana
adopting the statement of unpaid expenses for weed abatement and
imposing a lien against real property for payment thereof.
