Welcome to a meeting of the Fontana City Council.
Welcome to a meeting of the Fontana City Council. A complete agenda packet is located in
the binder on the table in the lobby of the Grover W. Taylor Council Chambers 8353 Sierra
Avenue Fontana, CA 92335. To address the Council, please fill out a card located at the
entrance to the right indicating your desire to speak on either a specific agenda item or under
Public Communications and give it to the City Clerk. Your name will be called when it is your
turn to speak. In compliance with Americans with Disabilities Act of 1990 (42 USC § 12132),
the Grover W. Taylor Council Chambers 8353 Sierra Avenue Fontana, CA 92335 is
wheelchair accessible, and a portable microphone is available. Upon request, this agenda will
be made available in appropriate alternative forms to persons with disabilities, as required by

This is an opportunity for members of the public to address the City Council for up to three ( 3)
minutes total on items either on the Agenda or items not on the Agenda, but within the City
Council's jurisdiction. Note that Public Hearing items have individual and specific public input
opportunities during the public hearing and testimony on those items will only be taken during
the public hearing. The Council is prohibited by law from discussing or taking immediate action
on non-agendized items. The Mayor and City Council reserve the right to adjust this time limit
based on the number of speakers who wish to address the Mayor and City Council .

1. Authorize the Purchasing Division to “piggyback” using the Sourcewell
Cooperative Purchasing Agreement (Contract # 060920-NAF) for the
purchase of one (1) 2025 Freightliner 114SD from National Auto Fleet
Group in the amount of $300,548.41.

C. Award a Design-Build Contract for the City Hall Renovation 21-2437
Project - Phase I (Fire Annex)
1. Approve and authorize the City Manager to execute a Design-Build
Contract with PENTA Building Group, LLC for the City Hall Renovation
Project - Phase I (Fire Annex) in the amount of $25,000,000.00 which
includes a city owner contingency in the amount of $858,357.00 (Bid No.
SQ-25-DE-23-01).
2. Authorize the City Manager to execute any and all utility agreements,
utility easements, and any related items on behalf of the City of Fontana
for the City Hall Renovation Project - Phase I (Fire Annex).
3. Approve and authorize the City Manager to execute any future
amendments to the Design-Build Contract .

Phase 1 Fiber Optic Project (Bid No. SB-147-DE-23).
1. Award Bid and authorize the City Manager to execute a construction
contract with GA Technical Services, Inc. for the construction of the North
Heritage Phase 1 Fiber Optic Project in the amount of $218,484.01 and
authorize a 10% contingency in the amount of $21,848.40 (Bid No.
SB-147-DE-23).
2. Approve and authorize the City Manager to execute any and all utility
agreements, utility easements, and subsequent agreements on behalf of
the City of Fontana for the North Heritage Phase 1 Fiber Optic Project.

Services Agreement in a not-to-exceed amount of $125,335.00 with LAE
Associates, Inc. for Construction and Project Management Services for
the Courtplace Housing Development Project (Infrastructure
Improvements) Request for Proposals DE-24-14-SP.
2. Approve and authorize the City Manager to execute any future
amendments to the Professional Services Agreement.

1. Accept the State of California Office of Traffic Safety (OTS) 2024
Selective Traffic Enforcement Program (STEP) Grant, number PT24071
in the amount of $330,000.
2. Authorize the Chief of Police to sign the Standard Agreement and any
Amendments between the Office of Traffic Safety and the Fontana Police
Department.
3. Approve the expenditure plan for the use of the funds to help offset the
cost of personnel within the Police Department.

Touch Construction of Fontana, CA in the amount of $220,500.00 to re-roof

Phase 1, Segment 2 Project
1. Approve and authorize the City Manager to award and execute a
construction contract that includes a 10% contingency with the lowest
responsible/responsive bidder for the San Sevaine Trail Phase 1,
Segment 2 Project (Bid No. SB-109-DE-23)
2. Authorize the City Manager to execute any and all utility agreements,
utility easements, and any related items on behalf of the City of Fontana
for the San Sevaine Trail Phase 1, Segment 2 Project.

concerning a Public Hearing item, you may be limited to raising only those issues you or

A. Adoption of Ordinance No.1925, of the City Council of the 21-2515
City of Fontana, California adopting an impoundment policy
supplementing the sidewalk vending ordinance to help
protect the City’s community by more effectively regulating
sale of food, goods, and merchandise creating a health and
safety danger.
Waive further reading of and introduce Ordinance No. 1925 an Ordinance of
the City of Fontana adding Fontana Municipal Code sections 1-14
(Enforcement Obstruction Consequences) and 15-829 (Impoundment)
relating to Sidewalk Vending; and that the reading of the title constitutes the
first reading thereof.
