To address the Planning Commission, please fill out a card located at the entrance to the right indicating your desire to speak on either a specific agenda item or under Public Communications and give it to the City Clerk. There will be no separate discussion on these items prior to the time Planning Commission votes on them, unless a member of the Planning Commission requests a specific item be removed from the Consent Calendar for discussion. All Public Hearings will be conducted following this format: (a) hearing opened (e) oral - favor (b) written communication (f) oral - opposition (c) council/staff comments (g) hearing closed (d) applicant comments PH-A Master Case No. 22-063: Conditional Use Permit No. 23-002 21-2624 and Design Review No. 22-033 - A request for the Planning Commission to review and approve an expansion to a non-conforming use and site along with the architectural review for a new 1,268 square foot office building; removal of approximately 16,454 square feet of storage building area, adding a new three (3) story 109,566 square foot self-storage building along with other pertinent improvements, pursuant to a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program. RECOMMENDATION: Based on the information in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission adopt Resolution No. PC 2023 - ___ and, 1. Adopt the Initial Study/Mitigated Negative Declaration and Mitigation Monitoring Program (MMRP) and direct staff to file a Notice of Determination; and, Page 2 of 5 Planning Commission Regular Agenda December 5, 2023 2. Approve Conditional Use Permit (CUP) No. 23-002; and, 3. Approve Design Review (DR) No. 22-033. APPLICANT: Public Storage 701 Western Avenue Glendale, CA 91201 LOCATION: The project site is located at 17173 Valley Boulevard, approximately 110 feet west of the centerline of Healthcare Parkway and on the south side of Valley Boulevard (APNs: 0194-351-12 and -16, and 0251-211 22). RECOMMENDATION: Based on the information in this staff report, and providing the Planning Commission makes the required findings, staff recommends that the Planning Commission: 1. Determine that the project is categorically exempt pursuant to Section No. 15301 (Class No. 1, Existing Facilities), and Section No. 3.22 (Categorical Exemption) of the Local 2019 Guidelines for Implementing the CEQA, and direct staff to file a notice of Exemption; and, 2. Deny Conditional Use Permit No. 19-032-R1 subject to the Page 3 of 5 Planning Commission Regular Agenda December 5, 2023 attached findings.
