Forest City Council Minutes January 5, 2026 Mayor Ron Holland called the meeting to order at 7:00pm. Present: Brad Buffington, Carly Carper, Al Stokka, Marcia Tweeten, Karl Wooldridge, Dan Davis (joined via Google Meet). Motion by Marcia Tweeten, seconded by Carly Carper to approve the following consent agenda items: Agenda 01/05/2025, Council Minutes 12/15/2025, Park Board Minutes 12/08/2025, Library Board Minutes 11/19/2025, Invoices as presented, Ayes: Brad Buffington, Carly Carper, Dan Davis, Al Stokka, Marcia Tweeten, Abstained: Karl Wooldridge. Motion by Karl Wooldridge, seconded by Carly Carper to approve Pay Request No.13 for WWTP Improvements project to STAAB Construction in the amount of $747,450.50, carried unanimously. Dan Davis updated the mayor and council on the city’s codes for ATV’s and UTV’s and how they compare to the city golf cart Ordinance. Dan also consulted with City Attorney Brian Jones on the Codes and Ordinances for ATV’s and UTV’s driving on city streets. Motion by Dan Davis, seconded by Karl Wooldridge to revise Chapter 82 of the city code for golf car operation and maintain Chapter 75 for ATV’s and UTV’s as it reverts to state code, carried unanimously. Motion by Carly Carper, seconded by Karl Wooldridge to accept Daisy Huffman’s resignation letter 12/31/2025, carried unanimously. Motion by Karl Wooldridge, seconded by Marcia Tweeten to approve Job Posting for Water/Wastewater Superintendent, carried unanimously. Mayor Ron Holland Discussed with the Council the Council seat vacancy. Motion by Carly Carper, seconded by Dan Davis authorizing publication of notice to fill vacancy by appointment, carried unanimously. Motion by Dan Davis, seconded by Brad Buffington to approve removing Tony Mikes and adding Marcia Tweeten as authorizing check signer and removing Daisy Huffman and adding Betty Burress to banking, carried unanimously. Staff Reports: Chief Tom Montgomery shared: Steady, few problems over the holidays, 2017 Ford Explorer up for bids this week. Andrew Faber shared: Purple Wave Auctions on 3 trucks are completed, school radar sign is up and running. Kevin Reicks shared: 20 more led service lines to be done for FY 26-27, going out for bid this month. Duane Kuhn shared: Light plant working on cleaning and testing generators. Line department is taking down Christmas decorations.
