Forsyth City Council Called Meeting
September 25, 2019
Call to Order
Mayor Wilson called the meeting to order at 5:00 p.m.
Pledge of Allegiance
Mayor Wilson led the Pledge of Allegiance.
Invocation & Roll Call
Mr. Lawrence gave the invocation. Present for the meeting was Mayor Wilson, Councilmembers
Melvin Lawrence, Chris Hewett, Julius Stroud, and Mike Dodd. Also present was City Attorney, Bobby
Melton; City Manager, Janice Hall; and City Clerk, Regina Ivie.
Councilmember John Howard arrived at 5:04 p.m.
Councilmember Mr. Goolsby was not in attendance for the meeting.
Approval of the Agenda
Mr. Hewett offered a motion to approve the agenda. Seconded by Mr. Stroud; the motion carried
with five (5) votes; Hewett, Dodd, Stroud, Howard, and Lawrence.
Approval of 2020 SPLOST Bond Documents
Mr. Melton stated two items needs to be approved; a resolution & an intergovernmental
agreement.
Mr. Stroud offered a motion to approve the SPLOST Bond documents. Seconded by Mr. Lawrence;
the motion carried with five (5) votes; Hewett, Dodd, Stroud, Howard and Lawrence.
Ms. Hall stated the City is bonding 75% of allowable projects. They are water, sewer and public
safety. Total amount of our bond is 2.5 million and will be paid back with SPLOST proceeds.
Mr. Stroud stated he would like education for the public to be done so that they are aware of the
work being done with those funds.
Ms. Hall stated we could post SPLOST signs when projects are completed.
Adjourn
There being no further business to discuss Mr. Dodd offered a motion to adjourn. Seconded by
Mr. Stroud; the motion carried with five (5) votes; Hewett, Dodd, Stroud, Howard and Lawrence. The
meeting adjourned at 5:09 p.m.
