II. Call to Order:
The regular meeting of the Fort Lee Parking Authority scheduled for Tuesday, August
9, 2022 at 4:00 p.m. The meeting was convened at 4:06 p.m. at 231 Main Street 2nd Fl.,
at the Fort Lee Parking Authority Conference Room as advertised in the Record, Jersey
Journal, Municipal Building Bulletin Board, and the Parking Authority Website on
January 6, 2022.
III. Statement of Compliance:
Pursuant to the Open Public Meeting Act, Chapter 231, Laws of 1975 noting adequate
notice of the meeting has been as follows: “At least 48 hours prior to this meeting to be:
A) permanently posted on the board’s officially designated public bulletin board in the
Borough Hall, and in the entrance hall of the Parking Authority located at the rear of
309 Main Street, Middle Bldg; B) delivered to The Record, The Jersey Journal and the
Board’s official newspaper; C) filed with the Clerk of the Borough of Fort Lee, and; D)
mailed to all persons, if any, who have requested said notice, pursuant to section 14
Chapter 231, Laws of 1975”.

VIII. Resolutions:
2022-38: Be It Resolved, by the Commissioners of the Fort Lee Parking Authority
that Evelyn Lassalle is hereby hired as Secretary to the Board of
Commissioners/Executive Director Confidential Secretary, effective
September 1, 2022, to work part-time, at a yearly salary of $7,000, to
serve at the will of the Commissioners.

2022-39: Be It Resolved, by the Commissioners of the Fort Lee Parking Authority that
Marleny Pereyra, currently employed as a Clerk/Office personnel, on a part time
basis, with the Parking Authority, is hereby appointed as Administrative
Secretary, effective September 1, 2022, at the rate of $20.00 per hour, to serve
at the will of the Commissioners.

2022-40: Be It Resolved, by the Commissioners of the Fort Lee Parking Authority
that Joel Crespo Maintenance Worker/Bus Driver, for the Fort Lee
Parking Authority shall receive a salary of $20.00 per hour effective,
September 12, 2022.

2022-41: Be It Resolved, by the Commissioners of the Fort Lee Parking Authority
that Ahmad Jabbar Maintenance Worker/Bus Driver, for the Fort Lee
Parking Authority shall receive a salary of $20.00 per hour effective,
September 12, 2022.

2022-42: Whereas, Deliana Cuello, Secretary with the Fort Lee Parking Authority,
has submitted her resignation, effective July 28, 2022.
Now Therefore Be It Resolved, that the Commissioners of the Fort Lee
Parking Authority, hereby accept the resignation of Deliana Cuello,
effective July 28, 2022.

2022-43: Whereas, the Fort Lee Parking Authority provides transit services to its
residents and the residents of Cliffside Park, utilizing buses provided by
the DOT through a grant program; and
Whereas, to comply with the Omnibus Transportation Employee Testing
Act of 1991 and the rules mandated by the DOT and relevant federal
agencies, the Parking Authority is required to adopt a Drug and Alcohol
Policy for safety sensitive employees in Transit,
Now Therefore, Be It Resolved, that the Commissioners of the Fort Lee
Parking Authority hereby adopt the Fort Lee Parking Authority Drug and
Alcohol Policy for Safety Sensitive Employees in Transit, effective July
28, 2022, which is incorporated herein by reference.

2022-44: Be It Resolved, that the Commissioners of the Fort Lee Parking Authority
that Hernani Goncalves is hereby designated as the Employer
Representative (DER) and Marleny Pereyra as Assistant Employer
Representative (ADER) of the NJ Transit Safety-Sensitive Employees in
Transit Program.

2022-45: Be It Resolved, by the Commissioners of the Parking Authority of the
Borough of Fort Lee, that there is hereby established an hourly parking
rate, in the Parking lots owned or controlled by the Parking Authority, at
the rate of $2.00 per hour for the first three hours and $3.00 for every
additional hour after the three hours up to 24 hours.

2022-46: Be It Resolved, by the Commissioners of the Parking Authority of the
Borough of Fort Lee, that a recommendation be sent to the Mayor and
Council to adjust the meter rates in the Borough to permit meter rates of
$1.00 for 30 minutes for all meters within the Borough to the maximum
time permitted per meter zones.

2022-47: Be It Resolved, by the Commissioners of the Parking Authority of the
Borough of Fort Lee, that the Parking Authority is hereby authorized to
change manner of payment for parking meters from coins to App payment
for up to 90% of all meters, as determined by the Executive Director.

2022-48: Whereas, for the convenience of its parking patrons, the Parking
Authority has enabled payment for parking associated fees by credit/debit
card,
Now Therefore, Be It Resolved, by the Commissioners of the Parking
Authority of the Borough of Fort Lee, that the Parking Authority is hereby
authorized to charge a payment processing fee of .40 Cents per
transaction.

Borough of Fort Lee that a recommendation be submitted to the governing

2022-50: Whereas, it is deemed necessary and in the best interests of the
Commissioners of the Parking Authority of the Borough of Fort Lee, in
the County of Bergen and for the residents of the Borough to approve
Change Order #7, to the contract awarded to Dobco, Inc., for the Liner
Building Guntzer Parking Structure, conditioned on final authorization by
the Authority’s Construction Manager, Owner’s Representative, Architect
and Legal Counsel; and

Whereas, said Change Order #7, is in the credit amount of ($4,500.00) for
locations where the curtainwall to precast concrete joint is wider than
intended and does not meet the aesthetic intent of the Contract documents.
Original Bid Price of $7,845,500.00, Total YTD Change Orders
$497,502.98; and
Whereas, the change order will not result in an increase in the project bid,
as it a credit being returned to the Authority,
Now Therefore, Be It Resolved, that in order to effectuate the objectives
of this Resolution, the Commissioners of the Parking Authority of the
Borough of Fort Lee, approve Change Order #7 to the original
construction contract awarded to Dobco, Inc., and authorize the
acceptance of credit in the amount of $4,500.00 for said Change Order to
the contractor, subject to the original construction contract awarded to
Dobco, Inc.
Be It Further Resolved, that the award of this contract is contingent upon
the FLPA having sufficient funds and the Executive Director of the NBPA
certifying that there are sufficient funds budgeted by the Authority for said
services.
