MINUTES TOWN OF FORT MILL HISTORIC REVIEW BOARD MEETING January 9, 2018 Council Chambers – 112 Confederate Street 4:30 PM Present: Chairman Louis Roman, Jonathan Mauney, Melissa White, Carolyn Blair, Michael Hirsch, Chip Heemsoth, Assistant Planner Diane Dil Absent: Nik Radovanovic Guests: Nathan Brenneman (Modulex Carolinas) CALL TO ORDER Chairman Roman called the meeting to order at 4:31 p.m. ELECTION OF OFFICERS Mr. Heemsoth made a motion to nominate Mr. Roman as Chairman. Mr. Hirsch seconded the motion. The motion passed with a vote of 5-0 (Mr. Roman abstained). Ms. Blair made a motion to nominate Mr. Mauney. Mr. Heemsoth seconded the motion. The motion passed with a vote of 5-0 (Mr. Mauney abstained). ADOPTION OF MEETING DATES Ms. Blair made a motion to adopt the Historic District Board meeting dates for 2018. Mr. Heemsoth seconded the motion. The motion passed with a vote of 6-0. APPROVAL OF MINUTES Mr. Mauney made a motion to approve the minutes from the November 14, 2017, meeting as presented. Ms. Blair seconded the motion. The motion passed with a vote of 6-0. NEW BUSINESS 1. Request for Certification of Appropriateness – 100 Main Street Chairman Roman introduced the item which is to install two new signs for EW Process located at 100 Main Street. One sign will be attached to the arbor at the rear of the building. The other sign will be a directional sign installed on the side of the building at Academy Street. Mr. Nathan Brenneman provided an overview of the request. The intent of the sign is to direct their customers to their new entrance located in the rear of the building. The sign color will coordinate with other signs installed on the building. Hearing no further questions, Chairman Roman called for a motion. Mr. Heemsoth made a motion to approve the sign as submitted. Ms. White seconded the motion. The motion was approved by a vote of 6-0. Ms. Blair seconded the motion. The motion passed with a vote of 5-0. NEW BUSINESS 1. Request for Certification of Appropriateness – 204 Main Street Chairman Roman introduced the item which is to install a new blade sign for Amor Artis Brewery located at 204 Main Street. The sign will be attached to the front of the building as indicated on the application. Chairman Roman asked about the materials and design of the bracket. The applicant, Mr. Tolson, stated that the bracket will be black, metal with a simple design. Hearing no further discussion, Chairman Roman called for a motion. Ms. Blair made a motion to approve the sign as submitted. Ms. White seconded the motion. The motion was approved by a vote of 5- 0. OTHER BUSINESS There being no further business, the meeting was adjourned at 4:44 p.m. Respectfully submitted, Diane Dil, AICP, Assistant Planner 3 Historic Review Board Applicant: Nathan Brenneman 100 Main Street Tax Map # 020-06-08-010 Zoning District: Local Commercial / Historic District Request The Town has received a request for a Certificate of Appropriateness to install two new signs to the building at 100 Main Street. Site Description and General Construction Plan The property is located at 100 Main Street. The parcel is currently zoned Local Commercial (LC). Parcels located along this section of Main Street are also zoned LC. Uses in the area include professional offices, restaurants, and small scale retail. The applicant has requested to install a new sign that will be attached to the arbor at the rear of the building as indicated in the photo below. The sign material will be Aluminum Composite Material (ACM). The color of the panel will be bronze and it will be 60” x 18.75”. The logo and company name will be matte white vinyl. The applicant is also requesting a directional sign of the same color and material to be installed on the side of the building at Academy Street. Please see images below. 4 Historic District Design Guidelines Review • Design Guidelines for New and Modified Signs o Establish objectives for signage o Limit impacts on character defining features o Find original sign locations on a building o Ensure sign compatibility with building and site o Consider impacts on the block o Create graphic interest • Sign Character o A new sign should be in character with the materials, colors, and details of the building. The integration of the sign with the building or building façade is important and should be a key factor in its design and installation. • Sign Installation o The installation of a sign is an integral aspect in the retention of key architectural features and in minimizing damage to the building. o Avoid damaging or obscuring architectural details or features when installing signs. o Minimize the number of anchor points in the wall when feasible. Staff Recommendation There is not an example within the historic district of installing a sign from an arbor. Perhaps the closest example of this style of installation would be a canopy sign. Canopy signs are used throughout the district. The simple style of both the letters and the graphics is encouraged by the district’s design guidelines. The color choice is consistent with and complements other colors on the building. The directional sign does not obstruct character-defining features of the building.
