CALL TO ORDER
Acting-Chairman Heemsoth called the meeting to order at 4:38 p.m.
APPROVAL OF MINUTES
Mr. Heemsoth made a motion to approve the minutes from the March 13, 2018, meeting as presented.
Mr. Mauney seconded the motion. The motion passed with a vote of 4-0.
NEW BUSINESS
1. Request for Certificate of Appropriateness – 204-101 Main Street
Planning Director Pettit introduced the request, the purpose of which was to approve a Certificate
of Appropriateness for a second-story expansion of the existing deck at the rear of the property
and a mural along the building’s Confederate Street façade. Planning Director Pettit provided an
overview of the staff report and further explained that the property was subject to a pending Bailey
Bill request and therefore was subject to additional review criteria.
The applicants, Steve and Travis Tolson, provided additional information regarding the proposed
mural / paintings along the building’s Confederate Street frontage, which consist of antiqued, white
lettering for “BREWERY” and the business’s logo.
Mr. Hirsch questioned to what degree the deck drawings were conceptual, to which Steve Tolson
explained that the deck had not been fully engineered, which could result in some changes to the
location of supports as an example.
Members of the Board questioned the degree to which the deck would be visible from Main Street
or Confederate Street as seen above the rooflines. Discussion followed, and it was determined that
it would be unlikely for any improvements to be visible above the rooflines.
Additional discussion occurred related to the differences in the railing design for the second level
versus the first level. The applicant noted that they felt as though the difference was an oversight
and that the intent was to have the railings match, with code requirements being the only potential
reason why they would differ.
Hearing no further discussion, Acting-Chairman Heemsoth requested a motion. Ms. Blair made a
motion to approve the request as presented with the following notes and conditions:
1. The railings for the proposed second level deck would match the existing deck unless a
building code requirement would require a different design;
2. The proposed improvements meet the standards for rehabilitation as required by the Bailey
Bill; and,
3. Staff is authorized to approve minor modifications as may be necessary to meet the
comments and requirements of the various Town reviewing authorities.
Mr. Mauney seconded the motion. The motion was approved by a vote of 4-0.
There being no further business, the meeting was adjourned at 4:59 pm.

Mr. Heemsoth made a motion to approve the minutes from the February 13, 2018, meeting as
presented. Ms. Blair seconded the motion. The motion passed with a vote of 4-0.
NEW BUSINESS
1. Request for Certificate of Appropriateness – 124 Main Street
Planning Director Pettit introduced the request, the purpose of which was to approve a
Certificate of Appropriateness for a projecting sign at 124 Main Street for the tenant
Highgarden Real Estate. The Board was provided with pictures and renderings of the
signage.
Hearing no questions, Acting-Chairman Radovanovic requested a motion. Ms. Blair made
a motion to approve the request as presented. Mr. Heemsoth seconded the motion. The
motion was approved by a vote of 4-0.
2. Request for Certificate of Appropriateness – 204-101 Main Street
Planning Director Pettit noted that the applicant had requested that the item be deferred
until the Board’s April meeting. Mr. Heemsoth made a motion to defer the request to the

Board’s April meeting. Mr. Radovanovic seconded the motion. The motion was approved
by a vote of 4-0.
INFORMATION / DISCUSSION
Dan Mummey and Lauren Cline presented the proposed landscape plan for the project located at
312 N. White Street and requested feedback from the Board prior to the official submittal of the
plan. Town staff and members of the Board discussed the plan and noted that there were no
significant concerns with the plan as presented.
There being no further business, the meeting was adjourned at 4:42 pm.

Request:
Amor Artis Brewing is requesting approval of a Certificate of Appropriateness for a new, second-
story addition to the existing deck at the rear of the building as well as a mural along the building’s
Confederate Street façade.
The applicant has provided a rendering (attached) showing the proposed deck improvements. As
shown, the deck addition generally matches the design of the existing deck and matches the
proposed screening/enclosures for the exterior cooler and chiller located at the rear of the property.
At the time of this report, staff did not have a rendering showing the proposed mural along the
building’s Confederate Street façade.
Historic District Design Guidelines Review
Chapter 6: Design Guidelines for Pedestrian and Site Features for All Projects
• 6.1 – Page 112 – Design and locate outdoor amenity space to promote pedestrian activity
and complement historic buildings

Bailey Bill Review
The property, York County Tax Map # 020-03-01-015, is subject to a pending request to receive a
special tax assessment for rehabilitated historic properties (Bailey Bill). The property has been
approved for Preliminary Certification but has not yet received Final Certification approval. Any
substantive changes made to the property during rehabilitation (prior to Final Certification
approval), such as those proposed with this request, shall be reviewed and approved based upon
the standards for rehabilitation outlined in Chapter 2, Article IV, Division 3, Section 2-202. Any
changes not meeting those standards may disqualify the property from eligibility during the Final
Certification process.
Should the proposed improvements be scheduled for construction after the property has received
Final Certification approval, the proposed improvements would still need to be reviewed based
upon the standards for rehabilitation outlined in Chapter 2, Article IV, Division 3, Section 2-202.
The Historic Review Board shall make a determination as to whether the proposed improvements
are consistent with the standards for rehabilitation. If determined to be consistent, the proposed
improvements may be approved and constructed without affecting the special tax assessment on
the property. If the proposed improvements are determined to be inconsistent, their construction
would disqualify the property from its eligibility for the special tax assessment.
(a) Standards for rehabilitation. To be eligible for the special tax assessment, historic
rehabilitations must be conducted according to the following standards:
(1) The historic character of a property shall be retained and preserved. The removal of
historic materials or alterations or of features and spaces that characterize each
property shall be avoided.
(2) Each property shall be recognized as a physical record of its time, place and
use. Changes that create a false sense of historical development shall not be
undertaken.
(3) Most properties change over time. Those changes that have acquired historic
significance in their own right shall be retained and preserved.
(4) Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a property should be preserved.
(5) Deteriorated historic features shall be repaired rather than replaced. Where the
severity of deterioration requires replacement or of a distinctive feature, the new
should match the old in design, color, texture, and other visual qualities and, where
possible, materials. Replacement of missing features shall be substantiated by
documentary, physical or pictorial evidence.

(6) Chemical or physical treatments, such as sandblasting, that cause damage to historic
materials shall not be used. The surface cleaning of structures, if appropriate, shall be
undertaken using the most gentle means possible.
(7) New additions, exterior alterations, or related new construction shall not destroy
historic materials that characterize the property. The new work shall be differentiated
from the old and shall be compatible with the massing, size, scale and architectural
features to protect the historic integrity of the historic property and its environment.
(8) New additions and adjacent new construction shall be undertaken in such a manner
that, if removed in the future, the essential form and integrity of the historic property
and its environment would be unimpaired.
Staff Recommendation
Should the Board wish to approve the request for a Certificate of Appropriateness, staff would
request that the approval motion include a condition to allow staff the ability to approve minor
modifications to the plan so as to accommodate the comments and concerns of the various plan
reviewers for the Town of Fort Mill.
