Acting-Chairman Traynor called the meeting to order at 6:30 pm.
ELECTION OF CHAIR AND VICE CHAIR FOR 2018
Acting-Chairman Traynor called for nominations for the position of Chair. James Traynor was
nominated. There being no further nominations, Acting-Chairman called for a vote. James Traynor
was elected as Chairman by a vote of 6-0.
Chairman Traynor called for nominations for the position of Vice-Chair. Ben Hudgins was nominated
for the position. There being no further nominations, Chairman Traynor called for a vote. Ben
Hudgins was elected as Vice-Chairman by a vote of 6-0.
APPROVAL OF MINUTES
Mr. Wolfe made a motion to approve the minutes from the December 19, 2017, meeting as
presented. Mr. McMullen seconded the motion. The minutes were approved by a vote of 6-0.
NEW BUSINESS ITEMS
1. Road Name Approval – Traditions at Fort Mill: Planning Director Pettit provided a brief
overview of the request, the purpose of which was to review and approve “Traditions Drive”
as a road name for the Traditions at Fort Mill project. Planning Director Pettit noted that the
proposed name had been reviewed and approved for use by York County Addressing/E-911.
Mr. McMullen made a motion to approve the road name as presented. Mr. Petty seconded
the motion. The motion was approved by a vote of 6-0.
2. Final Plat – Nims Village Phase 1, Map A: Planning Director Pettit provided a brief overview
of the request, the purpose of which was to review and approve the final plat and road names
for Nims Village Phase 1, Map A. Planning Director Pettit noted that there were outstanding
infrastructure improvements to be made and therefore requested that the Planning
Commission approve the plat contingent upon receiving a bond.
Discussions occurred related to the differences between the approved preliminary plat and
the final plat, specifically in regards to the location of lots, common open space, and
stormwater improvements. Planning Director Pettit noted that the plans were generally in
conformance with the previous approvals for Nims Village and that staff would carefully
review future submittals to make sure the development remains on track for requirements
such as open space.
There being no further questions, Chairman Traynor called for a motion. Mr. Petty made a
motion to approve the final plat and road names for Nims Village Phase 1, Map A contingent
upon the Town being provided a bond or letter of credit in the amount of 125% for any
outstanding improvements. Mr. Lettang seconded the motion. The motion was approved by
a vote of 6-0.
Planning Director Pettit noted that Assistant Planner Diane Dil had recently accepted the position of
Zoning Administrator for York County, to which the members of the Planning Commission wished
her well and thanked her for her service.
There being no further business, the meeting was adjourned at 7:06 PM.

Chairman Traynor called the meeting to order at 6:30 pm.
Mr. Wolfe made a motion to approve the minutes from the November 21, 2017, meeting as
presented. Mr. McMullen seconded the motion. The minutes were approved by a vote of 5-0.
OLD BUSINESS ITEMS
2. Commercial Appearance Review: Comfort Inn & Suites: Planning Director Chris Pettit
provided a brief overview of the request, the purpose of which was to review and approve
minor revisions to the November 2016 commercial appearance review approval for the
proposed Comfort Inn & Suites hotel.
Discussions occurred related to the history of the project and previous discussions /
approvals from the Planning Commission.
Scott Wells and Nick Vrettos, the owner and project architect respectively, provided the
Planning Commission with the reasoning behind the revisions and specific dimensions of
the proposed revisions. Planning Director Pettit noted that the revisions were in
compliance with all zoning requirements.
Mr. Hudgins made a motion to grant commercial appearance review approval for the
proposed revisions with a condition to allow staff to administratively approve the removal
of the pedestrian lighting along the 8’ corridor pathway in the event that council amends
the requirements of the COD-N ordinance to remove the lighting requirement. Mr. Wolfe
seconded the motion. The motion was approved by a vote of 5-0.
NEW BUSINESS ITEMS
1. Master Road Name List: Massey Phase 4: Planning Director Pettit provided a brief
overview of the request, the purpose of which was to review and approve a master road
name list for Massey Phase 4. Planning Director Pettit noted that the proposed road names
have been reviewed and approved for use by York County Addressing/E-911.

Mr. McMullen made a motion to approve the master road name list as proposed. Mr.
Lettang seconded the motion. The motion was approved by a vote of 5-0.
3. Commercial Appearance Review: Pendleton Village: Planning Director Pettit provided a
brief overview of the request, the purpose of which was to grant commercial appearance
review approval for a proposed commercial shell building within the Pendleton Village
shopping center. Planning Director Pettit noted that the intent for the proposal was to
mimic the design and materials of the existing Pendleton Village shopping center.
Discussions occurred related to the site layout, access, and parking, to which Planning
Director Pettit noted that the site was planned for and improved with the overall Pendleton
Village shopping center and that no major changes to the site were proposed at this time.
Further discussions occurred related overall design of the building. Justin Smith with Vinyet
Architecture noted that the property owner’s wish in the design was to mimic the existing
Pendleton Village building.
Mr. Wolfe made a motion to grant commercial appearance review approval with the
following conditions:
1) Staff is authorized to approve minor adjustments to the site plan, landscape
plan, and building elevations to satisfy the comments and requirements of the
town’s plan reviewers; and,
2) The building design, colors and materials shall mimic the existing Pendleton
Village building as closely as possible.
Mr. Hudgins seconded the motion. The motion was approved by a vote of 5-0.
ITEMS FOR INFORMATION / DISCUSSION
1. Hopper Communities – Requests Withdrawn: Planning Director Pettit noted that the
requests for annexation and a development agreement were formally withdrawn by
Hopper Communities for the proposed project off of Merritt / Kennel Roads.
2. 2018 Meeting Schedule: Planning Director Pettit provided a schedule for the Planning
Commission’s 2018 meetings, noting that the standing date (3rd Tuesdays) and time (6:30
PM) had not changed. Planning Director Pettit explained that the submittal deadline for
the Planning Commission had changed to three weeks prior to the meeting date so as to
allow staff time to complete the agenda and distribute it a week in advance of the meeting
date.
There being no further business, the meeting was adjourned at 6:55 PM.

Request from Gross Builders to approve the road name for the Traditions at Fort Mill project
Background Information
Site Characteristics The property is located at the corner of River Crossing Drive and South
Sutton Road. The 14.39 +/- acre property is vacant, with a portion of the
property wooded and a portion having been graded previously for
development. The parcel is zoned MXU and will contain a maximum of 255
senior apartments along with between 5,000 and 10,000 square feet of
commercial.

Background The Planning Commission is asked to consider a request from Gross
Builders to approve the road name for the Traditions at Fort Mill project.
The project has frontage on River Crossing Drive, however York County
Addressing/E-911 is requiring the driveway into the site to be named for
the purpose of public safety.
Section 6-29-1200(A) of the South Carolina Code of Laws requires the
following:
A local planning commission created under the provisions of this
chapter shall, by proper certificate, approve and authorize the
name of a street or road laid within the territory over which the
commission has jurisdiction. It is unlawful for a person in laying out
a new street or road to name the street or road on plat, by a naming
or in a deed or instrument without first getting the approval of the
Planning Commission. Any person violating this provision is guilty
of a misdemeanor and, upon conviction, must be punished in the
discretion of a court.
As a result, Planning Commission approval is required to authorize a new
road name. The applicant is requesting “Traditions Drive” for the projects
entry driveway. The proposed name has been approved and is being
reserved by York County Addressing.
Recommendation Staff recommends in favor of the request to approve Traditions Drive for
the Traditions at Fort Mill project.
Alternatives
1. Approve the road name as submitted.
2. Do not approve the road name.

Background Information
Site Characteristics Phase 1 Map A, of the Nims Village subdivision will include 15 single-family
lots on 13.050 +/- acres. The subdivision is located on the northern side of
Fort Mill Parkway near White’s Road. The approved preliminary plat for the
project allows 65 lots on 43.39 +/- acres. All wetlands, buffers, and utility
easements are shown on the final plat.

Zoning Summary The property is currently zoned R-15 but also has a development
agreement that supersedes specific sections of the Zoning Ordinance. The
project is also located within the COD-N Overlay District. The project has
the following requirements:
• Min. Lot Area: 10,000 square feet (15,000 average)
• Min. Lot Width: 80 feet, (90 feet average)
• Front Setback: 35 feet
• Side Setback: 10 feet (10 feet for corner lots)
• Rear Setback: 35 feet
• Max. Height: 35 feet
• Min. Open Space: 20% with 50% to be usable open space
• Buffer Requirement: 35-foot natural or replanted perimeter buffer
• Sidewalk Requirement: 8-foot sidewalk along Fort Mill parkway; 5-
foot along one side of internal roads
Project History The property was rezoned from PND Planned Neighborhood Development
to R-15 Residential on October 10, 2016. (Ord. No. 2016-36)
A development agreement was also approved for the property on October
10, 2016. (Ord. No. 2016-37). This development agreement limits the
total density of the project to no more than 75 single-family units.
A sketch plan for the Nims Village subdivision was approved by the Planning
Commission on September 20, 2016. The sketch plan included a total of 66
single-family lots.
A preliminary plat for the Nims Village subdivision was approved by the
Planning Commission on December 20, 2016 which reduced the total lot
count to 65.
On February 13, 2017 Town Council gave second reading to the amended
DA to allow a 10’ setback on corner lots.
Plat Details The final plat for Nims Village Phase 1 Map A contains a total of 15 lots on
13.050 +/- acres. Also included on this plat is 4.41 acres of common open
space. The final plat includes two new road names:

• Nims Village Drive
• Preservation Drive
These road names have been approved by both the York County E-
911/Addressing Office and the Town of Fort Mill Planning Commission.
Large copies of the final plat will be available for review during the meeting.
Discussion The final plat submitted by the applicant is consistent with the zoning
ordinance, as well as the development agreement for the property. The
final plat for Nims Village Phase 1 Map A, is consistent with the preliminary
plat approved by the Planning Commission in December 2016 with one
exception. During the approval of construction documents there was a
slight change made in the location of lots 4, 63 and common open space.
No new lots were created with this configuration and the required amount
of open space was retained.
Because the applicant has not completed all required infrastructure,
approval shall be contingent upon the applicant providing a bond or letter
of credit equal to 125% of the cost of any unfinished infrastructure.
Alternatives
