PLANNING COMMISSION MEETING
June 20, 2023

Present: James Traynor, Jason Therrell, Erin Pratt, Dan Stout, Mark Kerr, Sarah Curtis,
Matthew Lucarelli, Planner Zach Driggers, Planning Director Penelope Karagounis,
Perry Petrillo (Perry Petrillo Architects).
Absent:
Chairman James Traynor called the Planning Commission meeting to order at 6:00 pm on
Tuesday, June 20, 2023.
APPROVAL OF MINUTES
Chairman Traynor gave an opportunity to the Planning Commission to review and comment
on the April 18, 2023, Planning Commission meeting minutes.
Chairman Traynor stated on Subsection 1. Text Amendment: Mobile Food Vendors to
clarify that they were not protocols but requirements for all requirements for SC DHEC, Fire
Marshal, business licenses, and hospitality taxes. Also, Subsection 2, Text Amendment:
Election Signs to correct the misspelling of the word “sign”. Commissioner Stout made a
motion to approve the the minutes with the above edited changes and Commissioner Kerr
seconded the motion with the amendment/edit changes. The vote to approve the minutes
with amendments was approved by a vote of 7-0.
OLD BUSINESS ITEMS
1. Commercial Appearance Review: Walmart Neighborhood Market
Planner Zach Driggers presented the staff report and provided a brief overview of the
request, the purpose of which was to grant commercial appearance review approval
for The Walmart Neighborhood Market.
Perry Petrillo presented to the commission the purpose of the Commercial Appearance
Review which was for the expansion of the existing pharmacy drive thru. Mr. Petrillo
discussed additionally the components of the complete remodel of the store. Mr.
Petrillo additionally detailed the pharmacy drive thru expansion including improving
the drive thru stacking and queueing. Mr. Petrillo also stated that the parking spaces
along the side used for online grocery pickup will be relocated towards the front of the
building.

Discussion occurred regarding characteristics of the pharmacy drive thru.
Commissioner Curtis made a motion to recommend approval of the Commercial
Appearance Review for the Walmart Neighborhood Market with the condition allowing
staff to administratively approve minor adjustments to the proposed plan to satisfy all
comments and requirements made by staff. Commissioner Stout seconded the motion.
The motion passed by a vote of 7-0.
