Present: James Traynor, Dan Stout, Mark Kerr, Sarah Curtis, Matt Lucarelli, Jason Therrell,
Planning Director Penelope Karagounis, Planner Zach Driggers, Adam Dutson (FM
Vision Center) and Richard Dutson (FM Vision Center).
Absent: Erin Pratt
Chairman James Traynor called the Planning Commission meeting to order at 6:00 pm on
Tuesday, August 15, 2023.
APPROVAL OF MINUTES
Chairman Traynor gave an opportunity to the Planning Commission to review and comment
on the July 18, 2023, Planning Commission meeting minutes. Commissioner Kerr made a
motion to approve the minutes, and Commissioner Stout seconded the motion to approve.
The vote passed 6-0
OLD BUSINESS ITEMS
1. Commercial Appearance Review: Fort Mill Vision Center
Planner Zach Driggers presented the staff report and provided a brief overview of last
month’s request for the Fort Mill Vision Center. The applicant is proposing to add a 30’
x 40’ prefabricated storage building to the property to store materials related to the
existing business. The applicant previously appeared before the Planning Commission
in July. The commissioners voted to defer the request pending suggested changes. The
applicant has resubmitted the request with updated materials: two windows added to
the previous blank elevation, standing seam metal roof, and Qora Ashlar Drystack stone
veneer to the lower front of the building for variation. The applicant has also indicated
the height of the walls are 10’ with the peak of the roof being 12’. The proposed building
elevations were attached in the report.
Chairman Traynor mentioned that he does not believe the Planning Commission has
approved a metal building. Commissioner Curtis and Commissioner Lucarelli made
similar comments on the building needed to have another type of material over the
metal. Discussions followed about other materials of stone or Hardieplank/Hardipanel.

Commissioner Lucarelli mentioned to use similar building materials for the accessory
building that is like the architectural and building materials of the primary building that
houses the Fort Mill Vision Center. There were also discussions about the rollup doors
from Commissioner Stout. The applicant responded the rollup doors are automatic
doors which have been pre-engineered for the building. The proposed building is a pre-
engineered building and there was not a request from Commissioners to reduce the
number of the automatic doors on the building. Mr. Dutson mentioned the automatic
doors will help him move equipment in and out of the building.
There was discussion again about using an alternative veneer to cover the metal siding
so there would not be any metal showing on the building. Commissioner Curtis made
a motion to approve the commercial appearance review with conditions that alternate
material options should be provided to staff to cover the metal; stone veneer was
acceptable; and the appearance of the new building should complement the existing
building’s feature of Hardieplank or similar building material. Commissioner Stout
seconded the motion with the conditions and the vote to approve was 6-0 for the
approval of the commercial appearance review for the accessory building for the Fort
Mill Vision Center.
NEW BUSINESS ITEMS
1. Road Name Approval: Aberdeen at Wilson Farms
Planning Director Penelope Karagounis presented the staff report for the request
from ABI Pleasant Road II, LLC to approve the road names for Aberdeen at Wilson
Farms subdivision. The two street names are Yaupon Court and Bogue Drive. All
names have been approved and are reserved by York County Addressing.
Commissioner Lucarelli made a motion to approve the street names and
Commissioner Curtis seconded the motion. The street names were approved by a
vote of 6-0.
Discussion and Information
Planning Director Penelope Karagounis informed the board of an opportunity to receive
1.5 hours continuing education class credit with an upcoming virtual class on Thursday,
September 14, 2023. Patrick Hamilton from York County will give a presentation about
the Pennies for Progress Program in York County.

on the June 20, 2023, Planning Commission meeting minutes. Commissioner Stout made
a motion to approve, and Commissioner Curtis seconded the motion. The vote passed 5-
0.
NEW BUSINESS ITEMS
1. Commercial Appearance Review: Fort Mill Vision Center
Planner Zach Driggers presented the staff report and provided a brief overview of the
request, the purpose of which was to grant commercial appearance review approval
for the Fort Mill Vision Center.
Adam Dutson presented his request for the Commercial Appearance Review to add a
prefabricated storage building to store materials related to his business. Commissioner
Traynor made a comment regarding the accessory nature of the proposed building and
association with the primary use. Mr. Driggers stated that an enclosed building for
stock, merchandise, and supplies associated with a commercial business is allowed.
Discussion occurred regarding why Mr. Dutson required the storage building. Mr.
Dutson further clarified the intended use of the building.
Commissioner Curtis acknowledged the building is shielded from the road, but asked
the applicant what building materials will be visible from the residences. Mr. Duston
pointed out the location of the building seen from the residence and is separated by a
6’ opaque wood fence and wooded area. Mr. Dutson explained he would take further
action to screen the building as needed. Commissioner Traynor asked the applicant
about the height of the building. Mr. Dutson stated the walls are about 9’ feet but did

not have the specifics for the overall pitch. Commissioner Curtis asked if the building
was metal and if the roof was metal. Mr. Dutson stated it was metal. Mr. Traynor asked
if the roofing material was standing seam metal. Mr. Duston indicated that he was not
aware of that terminology but stated the roofing material was possibly corrugated
metal. A discussion occurred about building material requirements and whether the
Planning Commission has approved metal buildings in Town.
Commissioner Curtis asked the applicant if there were any other options for siding with
the prefabricated building. Mr. Dutson stated he was not aware of any but proposed
exploring alternatives. Mr. Dutson noted examples of pre-engineered metal buildings
that utilized a brick veneer. Commissioner Traynor pointed out the lack of variation on
one of the wall elevations. Commissioner Traynor advised adding real or faux windows.
Commissioner Curtis pointed out that a metal building and blank wall historically is not
something the Planning Commission has approved. Commissioner Curtis suggested
finding an alternative to face the building, presenting material samples, and an
alternative to the roofing material.
A discussion occurred regarding the size of the lot and the lot dimensions.
Commissioner Stout asked what side of the building the roll up doors are on. Mr. Dutson
stated the roll up doors will be facing the Vision Center, specifically the parking area for
access. Commissioner Stout asked where the single-entry door will be located. Mr.
Dutson stated that the location had not been decided at this time.
Commissioner Traynor stated it would be good to see the building materials.
Commissioner Traynor discussed delaying the Commercial Appearance Review.
Commissioner Curtis reiterated wanting to seeing building materials and the before
mentioned changes. Commissioner Traynor asked if there were any further comments.
Being none, Mr. Dutson summarized what the Commissioners requested.
Commissioner Curtis made a motion to defer the Commercial Appearance Review
pending the changes to adding different building materials, presenting physical
samples, confirming the roofing material, and adjusting the blank wall. Commissioner
Stout seconded the motion. The motion passed by a vote of 5-0.
2. Discussion and Information
Planning Director Karagounis reminded the Commissioners about the 3 hours of
mandatory continuing education class each year. She is planning for a virtual
continuing education class with Tega Cay for September 14th. She also mentioned
the presentation for the Trail Master Plan will be presented at the Town Council
meeting on Monday, August 14, 2023, by McAdams. All are welcome to attend.

Site Characteristics The Planning Commission is asked to consider a request from ABI Pleasant
Road II, LLC to approve the road names for Aberdeen at Wilson Farms
subdivision.
Section 6-29-1200(A) of the South Carolina Code of Laws requires the
following:
A local planning commission created under the provisions of this
chapter shall, by proper certificate, approve and authorize the
name of a street or road laid within the territory over which the
commission has jurisdiction. It is unlawful for a person in laying out
a new street or road to name the street or road on plat, by a
naming or in a deed or instrument without first getting the
approval of the Planning Commission. Any person violating this
provision is guilty of a misdemeanor and, upon conviction, must be
punished in the discretion of a court.

As a result, Planning Commission approval is required to authorize new
road names within the subdivision. The developer has provided the
following list of proposed names for your approval. All names have been
approved and are being reserved by York County Addressing.

Recommendation Staff recommends in favor of the request to approve the list of street
names for the Aberdeen at Wilson Farms subdivision.
