Fort Mill Town Council Budget Workshop Minutes Wednesday August 12, 2020 4:30 PM PRESENT: Mayor Guynn Savage, Councilman Huntley, Councilwoman Cook, Councilman Helms, Councilman Moody and Councilwoman Heemsoth were present. Councilman Shirey was absent. CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION Councilman Helms provided the invocation. INFORMATION/DISCUSSION Information/Discussion Item #1 Discussion of FY 2020-2021 Budget Davy Broom, Town Manager, went over the fiscal year 2020/2021 draft budgets for the General Fund, Gross Revenue Fund and Stormwater Fund. He stated that COVID-19 is leaving its mark in a variety of ways, most particular with our economic state. This is due to the uncertainties of the virus and its full effect on the economy are not yet determined. Therefore, presenting of these budgets reflect staff’s desire to make a conservative approach of the next fiscal year. Mayor Savage noted that staff’s work is more than appreciated. That Council is eternally grateful for all that they do for the Town of Fort Mill and its residents. Davy Broom went over the highlights of the draft budget presented on a handout provided to Council. Attached as Schedule A. During the millage portion of the budget discussion Council requested that staff provide them with examples of the cost impact it would make with a home value of $300,000, at different millage rates. It was requested that staff provide the tax amount at the rollback amount of 75.2 mills, 80 mills and 86.1 mills so that Council will be able to better assess the tax cost that would be incurred by citizens within the extreme ends and middle option that they have to change the millage rate during the FY 2020/2021. MINUTES FORT MILL TOWN COUNCIL BUDGET WORKSHOP MINUTES 8-12-2020 1  Councilwoman Cook requested that staff, in the future, be able to provide information on new positions as it pertains to what we gain from our investment in the people and positions we hire for. Councilwoman Cook asked that Council receive the information that they requested regarding the millage rate comparisons before the next scheduled meeting on September 24th. ADJOURN Councilwoman Heemsoth made a MOTION to adjourn. SECONDED by Councilman Moody. Passed 6-0.
