Councilman Huntley was absent. CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION Councilman Helms provided the invocation. MINUTES Minutes of the September 25, 2020 Special Called Council Meeting Minutes of the September 28, 2020 Regular Council Meeting Minutes of the October 12, 2020 Regular Council Meeting Councilwoman Cook made a MOTION to approve the minutes of the September 25, 2020 Special Called Council Meeting, September 28, 2020 Regular Council Meeting and the minutes of the October 12, 2020 Regular Council Meeting. SECONDED by Councilman Helms. Passed 6-0 PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. To maintain social distancing, citizens will only be allowed into Council Chambers one at a time to give their comments. PRESENTATIONS Presentation #1 Proclamation in honor of Planning Month Mayor Savage read a proclamation recognizing the month of October as being designated as National Community Planning Month. OLD BUSINESS ITEMS Old Business Item #1 Second Reading of an ordinance amending the Mixed Use Concept Plan and Development Conditions for the Pleasant/Vista Project, consisting of York County Tax Map Numbers 020-09-01-027, 020-09-01-028, 020-09-01-030, 020-09-01-31, 020-09-01-032, 020-09- 01-033, 020-09-01-034, 020-09-01-035, 020-09-01-036, 020-09-01-078, and 020-09- 01-079 containing approximately 156.96 acres at the intersection of Pleasant Road and Vista Road. Penelope Karagounis, Planning Director, stated that there are no changes from First Reading. Councilman Shirey made a MOTION to approve Second Reading of an ordinance amending the Mixed Use Concept Plan and Development Conditions for the Pleasant/Vista Project, consisting of York County Tax Map Numbers 020- 09-01-027, 020-09-01-028, 020-09-01-030, 020-09-01-31, 020-09-01-032, 020- 09-01-033, 020-09-01-034, 020-09-01-035, 020-09-01-036, 020-09-01-078, and 020-09-01-079 containing approximately 156.96 acres at the intersection of Pleasant Road and Vista Road. SECONDED by Councilman Helms. Passed 6-0. Old Business Item #2 Second Reading of an ordinance authorizing the execution and filing of a quit claim deed for a platted right of way in the Forest Subdivision from the Town of Fort Mill to the Forest at Fort Mill Homeowners Association, Inc. Davy Broom, Town Manager, explained that he would like to clear up some confusion from the first reading of this ordinance. He said that staff had previously stated that this parcel was outside of the Town but have since learned that it is located within Town limits. Mayor Savage explained that this parcel was stubbed out because it was possibly intended to be used for connectivity to another neighborhood but that is no longer the intention of the homeowner’s association. It will now be maintained by the homeowner’s association as common open space. Passed 6-0 NEW BUSINESS ITEMS New Business Item #1 First Reading of an ordinance providing for the issuance and sale of waterworks and sewer system advanced refunding revenue bonds of the Town of Fort Mill, South Carolina to be designated Series 2020 (taxable series), and other matters relating thereto. Chantay Bouler, Finance Director, explained that due to more demand on the water/sewer system, it has become necessary to make improvements to the system, specifically, upgrades to the wastetreament plant. The funding source for these improvements came from the sale of Revenue bonds on August 25, 2015 totaling 11.6M dollars. Revenue bonds are bonds that are sold to investors in the public market and then repaid with the revenue raised by the utility system – in our case, revenue from the sale of water and sewer which our customers pay on a monthly basis by way of a water/sewer bill. This particular bond issue is referred to as Series 2015 and totaled $11,605,000. The interest rates were varied and ranged between 2%-5% with the average being 3.888% Due to the current economic climate relative to market interest rates, an opportunity has been presented to refund (refinance) Series 2015. The current average market interest rate is 2.59%. The refunding (refinancing) of Series 2015 will yield an estimated net cost savings of $33,733 on annual debt service payments and an estimated cost savings of $557,851 over the life of the note. The Series 2021 ordinance gives the Mayor and/or Town Manager the authority to execute the necessary documents required by the refunding process. Mrs. Bouler stated that it was being brought to Council this morning with the first reading of the ordinance that is necessary as part of the refunding (refinancing) process. New Business Item #2 Page 3|6 Fort Mill Town Council Regular Meeting Minutes 10-26-2020  A resolution amending the Town of Fort Mill personnel manual so as to update Section 8 entitled work conditions and hours to include a new policy to the section regarding remote work. Debbie Hardin, Human Resources Manager, explained that this policy establishes guidelines for temporary or emergency remote work. This policy will be made part of the Town of Fort Mill Personnel Policy Manual. Councilman Shirey asked that intellectual property, as well as participant property be added in case something happens and everything is wiped. Councilman Shirey made a MOTION to approve the resolution amending the Town of Fort Mill personnel manual so as to update Section 8 entitled work conditions and hours to include a new policy to the section regarding remote work. SECONDED by Councilman Helms. Passed 6-0. INFORMATION/DISCUSSION There were no Information/Discussion items. COMMITTEE REPORTS Committee Report #1 Ad Hoc Appointments Committee report on recommendations for the Stormwater Advisory Committee. Mayor Savage stated that the Ad Hoc Appointments Committee had met and reviewed volunteer applications to select candidates to serve on the Stormwater Advisory Committee. The Committee is recommending the following four (4) appointments: Mr. William Moss Mr. Al Rogat Mr. Andre Lennon Mr. Mark Myrick Councilman Shirey made a MOTION to approve the recommended appointments from the Ad Hoc Appointment Committee. SECONDED by Councilman Helms. Passed 6-0. EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. SECONDED by Councilman Shirey. Passed 6-0. Council went into Executive Session at 8:01 am. Councilman Helms made a MOTION to come out of Executive Session. SECONDED by Councilwoman Heemsoth. Passed 6-0. Council came out of Executive Session at 9:57 am. Mayor Savage stated that no votes or actions were taken during Executive Session. ADOJURN Councilman Helms made a MOTION to adjourn. SECONDED by Councilwoman Heemsoth. Passed 6-0. Being no more business to conduct, the meeting adjourned at 9:59 am.
