Councilwoman Heemsoth was absent. CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION Mayor Savage provided the invocation. MINUTES Minutes of the December 14, 2020 Town Council Meeting Councilman Huntley made a MOTION to approve the minutes of the December 14, 2020 Town Council Meeting. SECONDED by Councilman Shirey. Passed 6-0. PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. To maintain social distancing, citizens will only be allowed into Council Chambers one at a time to give their comments. No one signed up for Public Comment. PRESENTATIONS Page 1|6 Fort Mill Town Council Regular Meeting Minutes – Monday January 11, 2021  There were no Presentations OLD BUSINESS ITEMS There were no Old Business items NEW BUSINESS ITEMS New Business Item #1 An emergency ordinance extending prior temporary measures for Town Council and other appointed board and commission members to participate in meetings electronically during the COVID-19 emergency. Chris Pettit, Assistant Town Manager, explained that Council is being asked to enact an emergency ordinance to extend prior measures that temporarily allowed for electronic participation in meetings from Town Council members and any other board/commission member. According to state law, emergency ordinances are only effective for a period of 60 days. Therefore, in order to extend the effective duration of these measures beyond January 26, 2020, council would need to approve this new emergency ordinance that would extend the deadline. Councilwoman Cook made a MOTION to approve an emergency ordinance extending prior temporary measures for Town Council and other appointed board and commission members to participate in meetings electronically during the COVID-19 emergency. SECONDED by Councilman Shirey. Passed 6-0. New Business Item #2 An ordinance amending the Code of Ordinances for the Town of Fort Mill; Chapter 4, Article I, Section 4-4; so as to rename the section to Swine, chickens, and other fowl and to update the regulations relating to the keeping of swine in the Town of Fort Mill. Mr. Pettit explained to Council that this ordinance, as drafted, would update Section 4-4 to change existing references from “Hogs” to “Swine” and provide additional clarifying terms to remove any ambiguity in the language relating to different types/breeds of swine, different types/breeds of chickens, and different types/breeds of other undomesticated fowl. The ordinance would become effective immediately upon adoption and would restrict any new swine, hogs, or pigs, from being kept within the Town limits. The ordinance would not impact any known swine, hogs, or pigs that were in existence prior to the establishment of this updated ordinance. Councilman Shirey made a MOTION to approve an ordinance amending the Code of Ordinances for the Town of Fort Mill; Chapter 4, Article I, Section 4-4; so as to rename the section to Swine, chickens, and other fowl and to update the regulations relating to the keeping of swine in the Town of Fort Mill. Page 2|6 Fort Mill Town Council Regular Meeting Minutes – Monday January 11, 2021 INFORMATION/DISCUSSION Information/Discussion #1 MLK Call to Service Day Jacona Hester, Events Coordinator, gave council information on The Town of Fort Mill’s “MLK Call to Service Day" on Monday, Jan. 18, 2021 from 8 a.m. to noon. Donations will be collected at Town Hall (200 Tom Hall Street, Fort Mill, SC 29715) for a variety of area organizations. Anyone can serve their community and honor Dr. Martin Luther King, Jr.’s legacy by donating the items listed below on this day. For more information, email Events Coordinator Jacona Hester at jhester@fortmillsc.gov. Due to COVID-19 concerns, citizens are being asked to drop off donations in the boxes provided outside in front of Town Hall. They will be brought in and sorted that afternoon. ORGANIZATION SPOTLIGHT & REQUESTED DONATIONS: • Adult Enrichment Center- Gift cards to Lowe's or Walmart for supplies to create a "special project room" for clients with dementia • Bethel Men's Shelter- Boxers: Size Med, Large; Sweatshirts: Size, Med, Large & XL, Classroom Ready- Over-the-ear headphones or earbuds (jacks, NOT wireless) • Fort Mill Care Center- Toilet paper, paper towels • Historic Paradise Foundation- Stem Kits; gift cards to Walmart or Amazon to buy supplies for Historic Paradise Foundation Learning Center • Palmetto Women's Center- Diapers: Size 1 and larger; baby wipes • York County Council on Aging- Washing detergent, dishwashing liquid, blankets Information/Discussion #2 Detective Mike Doty Memorial Run Jacona Hester gave information to Council about the Detective Mike Doty Memorial Run to be held on Saturday, May 15, 2021. This will be a 5K, 10K event that will be held at Walter Elisha Park, 345 North White Street, Fort Mill and the run time will begin at 8:00 am and will end around 1:00 pm. 10K participants will run the route twice. Event will be held rain or shine. This event honors Detective Mike Doty who was killed the line of duty with the York County Sheriff’s Office. Detective doty was an Alcohol Enforcement Team Officer that worked with Keystone Substance Abuse Services to prevent the sales of underage Page 3|6 Fort Mill Town Council Regular Meeting Minutes – Monday January 11, 2021  drinking in our community. He was also a strong advocate against the opioid epidemic, and he was to speak at Keystone’s Opioid Summit that was scheduled a few days after his death. The run is to uphold his legacy ad dedication to making a difference around substance use in our community. The money raised goes to Keystone Substance Abuse Services whose mission is to improve the quality of the life for individuals and families by educating, treating and providing support those impacted to substance use. Information/Discussion Item #3 Recreational Programs Update Davy Broom, Town Manager, explained that Youth Basketball Leagues have resumed as of January 4, 2021. The basketball season was suspended three days early due to COVID case concerns. This suspension preceded the previously scheduled holiday break. The decision to resume the games was done in conjunction with local YMCA’s, Municipalities, and School Districts decision to resume games. All rules and procedures for COVID-19 are still in effect. Information/Discussion Item #4 Capital Projects Update Davy Broom went over some updates on the Capital Projects already underway: Walter Y. Elisha Park Upgrades: Amphitheater • No update since December Report • Geotechnical Report under review • Projected Completion Date – August 2021 Restrooms: Calhoun Park Restroom • Projected completion date of February 2021 Walter Y. Elisha Park Restroom • Projected completion date of February 2021 Parking Lot A: (Ardrey Street) • Projected Completion Date – August 2021 • Geotech Report under review Parking Lot B: (Looms Way) • No update since last report Page 4|6 Fort Mill Town Council Regular Meeting Minutes – Monday January 11, 2021  Parking Lot C: (Beside Electric Substation) • Projected Completion Date – August 2021 Under Construction Adult Swings: • Projected Completion Date – January 2021 Lighting: (Parking Lots and Amphitheater Site) • Under review by engineer and town staff Overall Project: • Projected Completion Date – August 2021 • Currently Overbudget - $185,837.16 • Reasons – Costs associated with Poor soil conditions, removal of underground debris, reroute of unknown 8-inch water main as well as costs associated with that such as rerouting of sanitary sewer and storm water pipes and removal of trees. Poor subsurface for restroom facility in Walter Y. Elisha Park. • Amount is expected to increase due to resurfacing of Calhoun Soccer Park lot, substandard soil for parking lot A, stormwater pipe interference in parking lot C, change to Geotech engineer report on depth of piers for Amphitheater. • Some budgeted contingencies could offset some of these costs. $40,000 has already been removed from project such as selecting an alternative metal railing option as well as alternate paint sealing supplies. Mr. Broom will continue to seek out additional cost savings. • Funds available in Capital Projects Fund to cover overages.
