PRESENT: Mayor Savage, Councilman Helms, Councilman Wolfe, Councilman Moody,
Councilman Garrison, Councilman Hudgins, and Councilwoman Cook were present.
CALL TO ORDER

INVOCATION
Councilwoman Cook provided the invocation.
MINUTES
October 23, 2023, Council Meeting
Councilman Wolfe noted that Old Business Item #2 was missing information of
the motions. With the noted corrections to Old Business Item #2, Councilman
Wolfe made a MOTION to approve the minutes. SECONDED by Councilman
Helms. Passed 7-0.
PUBLIC COMMENT
Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the
Town may appear before council for the purpose of providing public comments on any
municipal matter (except personnel matters). Those who wish to speak must sign in outside of
Council Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to
speak.
1. Amy Boulris of 1930 Sapphire Meadow Drive spoke in favor of the Town’s Trail
Master Plan and the need for projects surrounding Fort Mill High School and Catawba
Ridge High School.

2. Teresa Sword of 1995 Haire Road spoke about the potential environmental impacts of
the Crossroads development.
3. Tyler House of 1995 Haire Road spoke about concerns on the impacts of the
Crossroads development.
4. Glenn House of 1995 Haire Road spoke about concerns on the impacts of the
Crossroads development.
5. Chelsea Beauchamp and Elijah Beauchamp of 3425 Rolin Avenue spoke in favor of
additional sidewalks around Fort Mill High School.
6. Laura Keady of 607 Panthers Way spoke in favor of additional sidewalks around Fort
Mill High School.

Employee of the Quarter – Chris Pettit
Interim Town Manager Chris Pettit presented the Employee of the Quarter Award
to John Kujawa.

Recognition of Brown Simpson being inducted in the OTS Sports Wall of Fame – Chris
Pettit
Mayor and Council recognized Brown Simpson as the GOAT for his induction
into the OTS Sports Wall of Fame.

2023 Town of Fort Mill Holiday Events. – Jacona Hester

-76th Annual Fort Mill Christmas Parade

Events Coordinator Jacona Hester provided an update on the upcoming Christmas
events in Town.

Recognition of Town Staff for receipt of awards from the Municipal Insurance and Risk
Financing Fund and the American Institute of Architects – Chris Pettit
Assistant Town Manager Eric Davis, along with Human Resources Manager
Becky Link and Risk Management Coordinator Kathy Welch gave information on
the Town’s recent award from the Municipal Insurance and Risk Finance Fund
relating to the Town’s continued performance and focus on safety.
Interim Town Manager Chris Pettit provided information on the Walter Y. Elisha
Park Amphitheater being recently awarded a Community Choice Award through
the American Institute of Architects – Greenville Chapter.

Visit York County – Andy Clinton
Andy Clinton from Visit York County provided an update on their efforts throughout the
Town of Fort Mill.

NEW BUSINESS
New Business Item #1
First Reading of an ordinance further amending ordinance no. 2021-22 so as to change
the effective date for the rezoning of York County tax map numbers 020-17-01-064 and
020-17-01-065 from PND, Planned Neighborhood Development to MXU, Mixed-Use
Development. – Penelope Karagounis
Penelope Karagounis, Planning Director, provided Council a summary of the
agenda item, noting that the purpose of the item was to extend the sunset
provision from the original ordinance.
Councilman Wolfe made a MOTION to approve New Business Item #1.
SECONDED by Councilman Garrison. Passed 6-1, with Councilman Moody
opposed.
New Business Item #2
First Reading of an ordinance further amending Ordinance No. 2021-24 so as to change
the effective date of the ordinance authorizing the entry by the Town of Fort Mill into a
development agreement with Crossroads Development Partners, LLC, a North Carolina
limited liability company, J. Max Hinson, LLC; Max Hinson, Jr; J. Max Hinson, III;
Marshall Odell Hinson; J. Max Hinson, jr., as custodian for Adam Jason Hinson; Raynold
Lee Saar and Christy Lee Saar; Lynnell Simmons Bailey, Judith Alesia Kimbrell, James
Wayne Lancaster, Ronald Allen Vogel, John W. Maye, Sr., Brenda B. Tyson and Ronald
H. Bailey; Christopher Robert Blanton, Vonnie James Blanton and Kenneth Dwayne
Blanton and Thomas G. Haire for properties located at York County tax map numbers 020-
17-01-064, 020-17-01-065, 738-00-00-059, portion of 738-00-00-094, 738-00-00-077, and
738-00-00-046; and authorizing execution and delivery of an amended agreement. –

the effective date for the annexation of York County tax map numbers 738-00-00-059,
portion of 738-00-00-094, 738-00-00-077, and 738-00-00-046 containing approximately
36.71 +/- acres located on Fort Mill Parkway and off of Haire Road. – Penelope
Karagounis

agenda item, noting that the purpose of the item was to extend the sunset
provision from the original ordinance.
Councilman Garrison made a MOTION to approve New Business Item #3.
SECONDED by Councilwoman Cook. Passed 6-1, with Councilman Moody
opposed.
COMMITTEE REPORTS
Committee Report #1
Ad Hoc Appointments Advisory Committee – Councilman Helms
Councilman Helms gave a report from the Ad Hoc Appointments Advisory
Committee relating to the appointment of an associate municipal judge and the
recommendation of Tylee Tracer-Anderson for the position.
Councilman Wolfe made a MOTION to direct staff to initiate the hiring process
for the recommended new associate municipal judge. SECONDED by
Councilman Garrison. Passed 7-0.

Councilman Helms made a MOTION to adjourn. SECONDED by
Councilwoman Cook. Passed 7-0.
