Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to speak. PRESENTATIONS Presentation #1 Year End Review – Fort Mill Medical Center – Chris Mitchell Page 1|3 Presentation #2 Presentation for Family Fun Day – Jacona Hester OLD BUSINESS Old Business Item #1 Second Reading: an ordinance to amend the Town of Fort Mill 2040 Comprehensive Plan, as amended on September 13, 2021, so as to incorporate the Town of Fort Mill Trail Master Plan as an addendum to the land use element contained within the plan. - Penelope Karagounis NEW BUSINESS New Business Item #1 First Reading: An ordinance to authorize staff to enter into a lease agreement with CELLCO PARTNERSHIP d/b/a Verizon Wireless for the purpose of collocated equipment atop the Town’s water tank off Doby Bridge Road. – Chris Pettit New Business Item #2 Consideration of a request to extend utility services beyond the Town limits to serve York County Tax Map Number 713-00-00-216. – Chris Pettit New Business Item #3 First Reading: ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2023, and ending September 30, 2024. – Eric Davis New Business Items #4 Resolution: of official intent to reimburse expenditures for certain capital expenditures with the proceeds of a not to exceed $29,000,000 installment purchase revenue bonds. – Eric Davis New Business Item #5 First Reading: an ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2023, and ending September 30, 2024. – Eric Davis New Business Items #6 Fist Reading: an ordinance authorizing the issuance of Fort Mill Public Facilities Corporation installment purchase revenue bonds (Town of Fort Mill project), series 2024A and series 2024B, in the aggregate principal amount of not exceeding $29,000,000 for the purchase and improvement of certain real property; authorizing the lease of a portion of such real property to Fort Mill Public Facilities Corporation; authorizing the execution and delivery of certain instruments relating to the issuance and sale of the aforesaid bonds, including a base lease agreement and a municipal facilities purchase and occupancy agreement, each between the Town of Fort Mill, South Carolina and Fort Mill Public Facilities Corporation, a bond purchase agreement among the Town, Fort Mill Public Facilities Corporation and the underwriter, and a preliminary official statement and an official statement related to the series 2024A bonds and series 2024B bonds; and other matters relating thereto. – Eric Davis New Business Item #7 Resolution: designating Main Street (Tom Hall Street to Academy Street) as the site of a public festival on Saturday, March 16, 2024, from 12PM-6PM, in which alcoholic beverages may be sold, possessed, and consumed, and to authorize a special event permit for live music and sound amplifying equipment. - Jacona Hester Page 2|3 INFORMATION/DISCUSSION There are no Information/Discussion Items.
