Terry. Motion passed unanimously.
ITEM 2-APPROVAL OF MINUTES: December 16, 2025 Town Council Meeting and December 9
Town Council Special Meeting.
Motion to approve the December 16, 2025 Town Council meeting and December 9, 2025 Town
Council Special Meeting minutes made by councilman Koon and seconded by councilwoman
Merricks. Motion pa5sed unanimously.
ITEM 3- PUBLIC COMMENTS
1. James Richardson commented on being considered for the vacant District 2 council seat.

2. Lonnie Harrell thanked former councilman Florence, Town Clerk Connie Brecheen and

Assistant Town Clerk Debra Johnson.
3. Jacqui Sulek thanked the Town Clerks for their service.

ITEM 4-NEW BUSINESS
1. Resignation of Council Member Florence. Mayor thanked former councilman Florence

for service.
2. Resignation of Town Clerk Brecheen. Mayor thanked Town Clerk Brecheen for her

service.
3. Resignation of Assistant Town Clerk Johnson. Mayor thanked Assistant Town Clerk
-
Johnson for her service.
4. Main Street/Train Depot update Doug Sanders. Doug Sanders gave update.

5. Ruben Laureano Chamber of Commerce This item was deleted.

6. Sewer Update---North Florida Professional Service. Brian Roche from North Florida

Professional Services gave an update on the sewage project.
7. Donna Lee-Alzheimer Association presentation. Donna Lee was not present at the

meeting.
8. SCOP choices for submission to FDOT. Town Clerk Brecheen gave update on the SCOP
-
project and deadline for application, 3/14/25.
9. Drug Free Workplace Policy for Town of Fort White motion to pass the proposed
-
policy was made by councilman Koon and seconded by councilwoman Terry. Motion
passed unanimously.
10. Appeal filed by Brad Dicks for SE 23-01 and SP 23-01. Motion to table appeal for
-
special use permit made by Councilman Koon and seconded by Councilwoman Terry.
Vote failed with Councilperson Koon and Terry voting for and Councilwoman Merricks
and Mayor Thomas voting against.
Councilwoman Merricks motioned to deny Special Use Permit appeal, seconded by
Mayor Thomas. Vote failed with Councilwoman Merricks and Mayor Thomas voting for
and Councilperson Koon and Terry voting against.
Appeal for review of Site Plan tabled until February meeting. Motion to table made by
councilman Koon and seconded by councilwoman Terry. Motion passed 3-1 (Mayor
Thomas voted nay).
A motion to table the appeal for the Special Use Permit was made by councilwoman
Terry and seconded by councilman Koon. Motion passed 3-1 with mayor Thomas voting
against.
11. FRDAP Grants. Motion was made to give the FRDAP grants back to Doug Sanders by
-
councilwoman Merricks and seconded by councilwoman Terry. Motion passed 3-1 with
councilman Koon voting against.
12. RFP Audit Services Town Clerk Brecheen gave an update.

13. Town Clerk/Assistant Positions council agreed to find candidates for Town/Assistant
-
Town Clerk through a temporary employment agency.
14. Reversion Agreement for Dump Truck and Back Hoe Motion to sign reversion
-
agreement sent by Columbia County made by councilman Koon and seconded by
councilwoman Terry. Motion failed with councilmembers Koon and Terry voting in the
affirmative and councilmembers Merricks and Thomas voting against.
15. February meeting location Elementary School Chorus singing No motion was made

to hold the February Town Council meeting at the Fort White community Center and
allow the Fort White Elementary School Chorus to participate.

ITEM 6- ADJOURNMENT
Motion to adjourn made by councilman Koon and seconded by councilwoman Terry. Motion
passed unanimously.

may make arrangements with the Town Clerk to duplicate the recordings or arrange to have a

appeal a decision made by the Town Council with respect to any matter considered at this
meeting, they will need a record of the proceedings, and for such purpose may need to ensure
that a verbatim record of the proceeding is made, which record includes the testimony and
evidence upon which the appeal is based.

contact the Mayor through the Town Clerk’s office no later than 4:00 PM on the Friday prior to
the meeting.
