FORTY FORT BOROUGH WORK SESSION FEBRUARY 18, 2013 The February work session of council was held on Monday, February 18, 2013 at the Forty Fort Borough Building, 1271 Wyoming Ave., Forty Fort, with President Joseph Chacke presiding. President Chacke called the meeting to order at 7:30 PM with the following council members present: Dorothy Craig, Robert Craig, Charles Rick Kamus, Frank Michaels & Karen Martinelli, via telephone. Betty Mascelli was excused. Also present were Mayor Boyd Hoats, Manager Barbara Fairchild & Secretary Bonnie Arnone. Joseph Danoski, 1620 Wyoming Ave., Forty Fort questioned council about recycling grants and asked if council was pursuing any possible grants out there. He was told that Forty Fort pursues any and all grants possible for the Borough. Jeff McLaughlin, 25 Yates St., Forty Fort questioned council about the 2‐5 AM parking ordinance had been redone as he was under the impression that police were not ticketing for that violation. He was told that the ordinance was corrected, the police were notified and tickets are being given to any vehicle without a 2013 sticker present in the window parked on borough streets during the hours of 2‐5 AM. Mr. Michaels spoke about the practices of interviews and the fact that the position of part time administrative police chief had been re‐advertised despite the fact that council had interviewed 3 capable candidates. Rebecca Zavada, crossing guard at Dana St. school, questioned council about the fact that the aforementioned position had been re‐advertised and advised council that she would file a civil lawsuit against the borough if they hire ex part time police chief, Fred Lahovski, back. Mr. Kamus & Ms. Martinelli stated that they want to see the process of hiring a part time police chief progress quickly. Mr. Chacke stated that hopefully interviews of the candidates will be done next week. Ms. Martinelli stated that she will be undergoing surgery within the next few weeks and will be unavailable. She further stated that she & Ms. Fairchild had attended the recent West Side COG meeting. Ms. Fairchild discussed with council the following topics: ‐ Upcoming CDBG that Forty Fort will be applying for. The amount will be $120,000.00 Income surveys will need to be done & possible projects must be submitted to the county. ‐ Comcast Franchise renewal: Cohen Law Firm has negotiated for a five year contract for the borough which should garner $10,000.00 per year more than currently being collected. ‐ Safety Committee: A safety committee will be formed which will hold monthly meetings and the borough will receive a 5% discount on our Workers Comp premium. ‐ Sewer Invoices: Berkheimer Assoc. will be asked to send bills out to residents for the 3rd & 4th Qtr. 2012 due to the fact that they were never sent out by Centax Group. Then a second billing will be sent out for the 1st qtr. of 2013. ‐ DCED/DCNR Grant for improvements to the park and pool area was discussed. ‐ 904 Recycle Grant was discussed. ‐ Manholes on Welles St. were discussed and quotes for repairs to two manholes will be sought. ‐ Daniel Zukosky, part time laborer with the Public Works Dept., will be leaving the end of February. The candidate interviewed for a part time position with that dept. will be offered the job and sent for physical examination. It was clarified that the names of applicants for any position advertised for Forty Fort Borough are not public records.
