FORTY FORT BOROUGH COUNCIL WORK SESSION MINUTES JUNE 17, 2013 The June work session of the Forty Fort Borough Council was held on Monday, June 17, 2013 at the Forty Fort Borough Bldg., 1271 Wyoming Ave., Forty Fort, with President Joseph Chacke presiding. President Chacke called the meeting to order at 7:30 PM with the following members of council present: Robert Craig, Dorothy Craig, Charles Rick Kamus & Frank Michaels. Excused absences for Betty Mascelli & Karen Martinelli. Also present were Barbara Fairchild, Manager & Bonnie Arnone, Secretary. Mr. Chacke announced that on June 7, 2013 at 9:00 AM council met in executive session to discuss a personnel matter involving allegations of impropriety of a Borough employee and any action plan, if any, Council would take The meeting lasted 40 minutes and no action was taken. Mrs. Craig noted that immediately prior to the Executive Session, a committee meeting was held for unknown reasons. RESIDENTS: Jeff McLaughlin, 25 Yates St., stated that he has continuously requested that council be more specific when indicating their reason for Executive Sessions. Mr. Chacke explained that he acted on the advice of the solicitor when noting that the Executive Session was for Personnel issues. Other topics discussed were: ‐ Mr. Michaels asked how the quotes for a new park sign were coming. Ms. Fairchild noted that she is working on the possibility of having a boy scout troupe undertake the project possibly as an Eagle Scout project. ‐ Asbestos in the borough garage; testing & examination by borough engineer firm. ‐ Quotes for the purchase of a new police cruiser. ‐ West Side Composting Association news and dues due or $3,200.00 per year. ‐ The need for the borough loader & skid Steer to be serviced. ‐ New slushy machine & nacho cheese machine at pool snack bar; daytime party packages ‐ Movies in the park; first one July 3, 2013 ‐ Safety Committee concerns: Maple tree in park across from pool that needs trimming; pine tree in the park near 1061 Wyoming Ave. that threatens the home during storms. ‐ Noise Ordinance will be advertised & voted upon at 7/1/13 meeting‐strike “no work on holidays”. ‐ Amendment to Ordinance #5 of 1994, stating that property owners failing to keep grass & weeds cut will be given 48 hours warning to do so. ‐ Prisoners have been assisting Public Works Dept. with tree cutting & trimming at the creek. ‐ Quotes from haulers to do a bulk pick up item possibly some time in August or September of this year. ‐ Comcast agreement does not call for free cable service at the borough building. ‐ New police department patches were shown to council. ‐ West Side COG; articles of Agreement must be advertised; council wants to advertise on our own. ‐ Quad 3 delivered sewer proposals today. The project will be advertised and target dates will be able to be met. ‐ Keystone Greenways Resolution ‐ Pen works Resolution ‐ Sen. Lisa Baker’s office‐Flood mitigation ‐ Estimates to renovate the Basketball courts at the park ‐ St. Dept. report of at least 173 trees in need of trimming throughout the borough. Letters to homeowners giving them the opportunity to hire someone to trim or the street dept. will do it. With there being no further business to discuss, the work session was adjourned at 8:45 PM.
