Forty Fort Borough Council Meeting Minutes Monday, November 6, 2017 Call to Order Gavel strike of President of Council Jeffery McLaughlin, called tonight’s meeting to order. Invocation and Pledge of Allegiance Reverend Lukesh led the Invocation and Mayor Andy Tuzinski led the Pledge of Allegiance. Roll Call President of Council Jeffery Mclaughlin, ordered Roll Call. Members in attendance were: President Jeffery Mclaughlin, Vice President Tom Murray, Deborah Troy, Ted Ristick, Amy Craig, Dominic Butchko, and David Sieminski. Borough Mayor, Andy Tuzinski, Chief of Police, Daniel Hunsinger, Borough Manager, Bonnie Arnone, and Borough Secretary Brandy Fuller. Visitors numbered 5. There was no media at this meeting. President Jeffery McLaughlin confirmed a quorum. An Executive session was held immediately prior to this meeting to discuss personnel issues with our DPW and Police Department, and legal issues concerning a contract with USDA American Asphalt. Resident and taxpayers comments and Petitions Jeanne Grymko of 15 East Turner Street voiced her concerns over a parking ticket she received, and a notice from the code enforcement office regarding repairs that are needed to her fence. Consent Agenda for Administrative Issues Matters listed within the Consent Agendas have been referred to members of the Borough Council for reading and study, are considered to be routine and will be enacted by one motion of the Council. If separate discussion is desired, the item may be removed from the consent Agenda by council action. The Resolutions listed below were submitted to the borough Council for review and will be adopted by one motion. These items have been presented to council at the prior month’s work session for review. Motion to approve and/or accept the following consent agenda items: A. Approve minutes of the 9/18/2017 council work session B. Approve minutes of the 9/17/2017 special council meeting C. Approve minutes of the October 2, 2017 council meeting D. Approve the September Treasurer’s report E. Approve payment of all bills as presented F. Accept the minutes and reports from the following: 1. Forty Fort Fire Chief September Reports 2. Kingston Fire Chief September Report 3. Code Enforcement Officer September Report and Sept. permits issued 4. Manager’s Time Sheets for September 2017 5. DPW Supervisor’s report for October 6. Police Chief Report for October 7. WVSA meeting minutes for 7/18/2017 meeting 8. WVSA meeting minutes for special meeting of 7/27/2017 9. Manager’s report for October 10.Safety Committee meeting minutes for September A Motion was made by Ted Ritsick to accept the Consent Agenda and seconded by Amy Craig. All were in favor. Motion passed. Council Action Items 1. Award contract to lowest responsible bidder for the renovations to the Forty Fort Pool. A motion to award 21st Century Pools at a base bid of  $194,370 was made by Amy Craig and seconded by Tom Murray. All were in favor. Motion passed. 2. A motion was made by Deborah Troy to adopt Ordinance #9 of 2017 – Residential Rental Unit Occupancy Ordinance. It was seconded by Tom Murray. All were in favor. Motion passed. 3. A motion was made by Ted Ritsick, to Table the award bid for the lowest responsible bidder for the PENDOT Multimodal Grant project. (Alley paving and exterior Borough Building improvements). It was seconded by Deborah Troy. All were in favor. Motion passed. 4. A motion was made by Ted Ritsick, to accept the proposal of a handicap spot for Mrs. Morrissey pending payment of the fee. It was seconded by Dominic Butchko. All were in favor. Motion passed. 5. A motion was made by Dominic Butchko to adopt Resolution 14 of 2017 for LSA Police Safety Grant, including a Radar Recorder, Body Cameras, an In car camera, optics patrol rifle and stop sticks. It was seconded by Ted Ritsick. All were in favor. Motion passed. 6. A motion was made by Deborah Troy to advertise the proposed 2018 budget. It was seconded by David Sieminski. All were in favor. Motion passed. 7. A motion was made by Dominic Butchko to adopt Resolution 15 2017 for the LSA $250,000 match for the TAP Grant. It was seconded by Ted Ritsick. All were in favor. Motion passed. New Business A motion was made by Ted Ritsick to have a reduction in Forty Fort Borough Sewer Maintenance fees to offset the upcoming Storm Water Bill. The fee will be reduced by $54 a year per Residential dwelling or any unit, by 2018. It was seconded by Dominic Butchko. All were in favor. Motion passed. Old Business Mayor Tuzinski advised council that he has been in contact with Attorney Goldburg of Wyoming Seminary and Trustees regarding underwriting the cost of paving Seminary. Adjournment A motion was made at 8:25PM by Deborah Troy to adjourn the meeting. It was seconded by Ted Ritsick. All were in favor. Motion passed. The next meeting of council will be a work session held on Monday, November 20, 2017 at 7:00PM in council chambers.
