Council Meeting
December 7, 2020
Call to order
Gavel strike of President of Council Jeffrey McLaughlin called tonight’s meeting to
order.
Invocation and Pledge of Allegiance to the Flag
Reverend Lukish led the invocation along with Mayor Andy Tuzinski leading the Pledge
of Allegiance.
Roll Call
President Jeffrey McLaughlin ordered a roll call. Members in attendance were President
Jeffrey McLaughlin, Vice President Thomas Murray, Phil Mertz, Frank Mazza, Borough
Mayor Andy Tuzinski and Borough Secretary Michele Pascarella. David Sieminski, Cara
Devine, Borough Manager Bonnie Arnone, Attorney William Finnegan and DPW
Supervisor Rick Kamus were on Zoom. Kristy Dadurka was absent. There was 1 visitor
in attendance.
AN EXECUTIVE SESSION WAS HELD IMMEDIATLEY FOLLOWING THE
NOVEMBER 16, 2020 COUNCIL WORK SESSION TO DISCUSS PERSONNEL

Consent Agenda
Matters listed with the consent agenda have been referred to members of the Borough
Council for reading and study, are routine and will be enacted by one motion of Council.
If separate discussion is desired, the item will be removed from the Consent Agenda by
Council action. The resolutions listed below are submitted by Borough Council for the
review and will be adopted by one motion. These items have been presented to the
council at the prior month’s work session for review. Motion to approve and/or accept
the following consent agenda items

Motion was made by Frank Mazza and seconded by Thomas Murray. All were in favor,
motion passed.
Council Action Items
A motion was made by Thomas Murray to adopt the 2021 Operating Budget and
seconded by Frank Mazza. All were in favor. Motion passed.
A motion was made by Phil Mertz on Ordinance 8 of 2020- Police Pension Ordinance.
The motion was seconded by Thomas Murray. All were in favor. Motion passed.
A motion was made by Thomas Murray to accept Resolution 16 of 2020-Tax & Sewer
Resolution for 2021. The motion was seconded by Phil Mertz. All were in favor. Motion
passed.
A motion was made by Thomas Murray to accept Resolution 17 of 2020-LSA Grant
resolution for DPW Dump Truck. The motion was seconded by Dave Sieminski. All were
in favor. Motion passed.
A motion was made by Frank Mazza to accept Resolution 18 of 2020-LSA Grant
resolution for Police Grant. The motion was seconded by Phil Mertz. All were in favor.
Motion passed.
A motion was made by Frank Mazza to accept Resolution 19 of 2020-LSA Grant
resolution for COG Grant. The motion was seconded by Thomas Murray. All were in
favor. Motion passed.
A motion was made by Frank Mazza to advertise Parking Ordinance prohibiting trucks,
buses, and certain other vehicles in certain locations. Commercial vehicles over 17,001
pounds which must have a CDL and medical card. The motion was seconded by Phil
Mertz. All were in favor. Motion passed.
New Business
2012 DPW Truck Fire-Insurance Adjuster called DPW Supervisor Rick Kamus last week
and the vehicle will most likely be totaled as there is $36,000.00 in damage.
Luzerne Bank Park Restoration Project-Luzerne Bank sent a timeline of what plans they
have.
Mayor Andy Tuzinski thanked everyone for a great year.

Meeting was adjourned at 7:40 pm for and Executive Session to discuss personnel
issues.
The next meeting will be a work session on Monday December 21, 2020 at 7:00PM.
