Forty Fort Borough Council Meeting Monday November 1, 2021 The November 1, 2021, meeting for Forty Fort Borough Council was held at the Forty Fort Borough Building, 1271 Wyoming Ave., Forty Fort, PA with president, Thomas J. Murray III presiding. Call to order Gavel strike of President of Council Thomas Murray called tonight’s meeting to order at 6:00 PM. Invocation and Pledge of Allegiance to the Flag Reverend Lukish led the invocation along with Mayor Andy Tuzinski leading the Pledge of Allegiance. Roll Call President Thomas Murray ordered a roll call. Members in attendance were President Thomas Murray, Vice President Cara Devine, Phil Mertz, Frank Mazza, Jeffrey McLaughlin, Borough Manager Bonnie Arnone, Borough Mayor Andy Tuzinski, Borough Secretary Michele Pascarella, Police Chief Dan Hunsinger, Thomas Craig Code Enforcement Officer, DPW Supervisor Rick Kamus and Solicitor Greg Skibitsky. Dave Sieminski was on via the telephone. Kristy Dadurka was absent. There were 9 visitors in attendance. Public Comments Scott Sheerman, business address 1450 Wyoming Ave and residential address of 1473 Wyoming Ave., was wondering if there were any updates on the alley off of Sunset Court. He stated that he went to the Luzerne County Courthouse and was told the alley is owned by the Borough, Solicitor Greg Skibitsky said he should have something by the council meeting on December 6, 2021. Consent Agenda Matters listed with the consent agenda have been referred to members of the Borough Council for reading and study, are routine and will be enacted by one motion of Council. If separate discussion is desired, the item will be removed from the Consent Agenda by Council action. The resolutions listed below are submitted by Borough Council for the review and will be adopted by one motion. These items have been presented to the council at the prior month’s work session for review. Motion to approve and/or accept the following consent agenda items: • 9/20/2021 Council work session minutes • 9/20/2021 Special Council Meeting minutes • 10/4/2021 Council Meeting Minutes • 10/10/2021 Special Council Meeting Minutes • September 2021 Code Office Report • September 2021 Kingston Fire Chief Report • September 2021 FF Fire Chief Report • September 2021 Forty Fort Police Chief Report • September 2021 Treasure’s Report • September 2021 Manager’s Time Sheets • September 2021 Tax Collector Report Motion was made by Phil Mertz and seconded by Frank Mazza. All were in favor, motion passed. Correspondence SPCA 3rd Quarter Report Council Action Items A motion was made by Phil Mertz of payment of all bills as presented and seconded by Cara Devine. All were in favor. Motion passed. Jeffrey McLaughlin abstained from payment of GBM. A motion was made by Cara Devine to approve donation of $250.00 to the Hoyt Library and was seconded by Jeff McLaughlin. All were in favor. Motion passed. A motion was made by Phil Mertz to approve Intermunicipal Agreement for Code Enforcement services to West Wyoming Borough and Seconded by Frank Mazza. All were in favor. Motion passed. A motion was made by Cara Devine to approve Resolution 16 of 2021 Intermunicipal Agreement for Code Enforcement services to West Wyoming Borough and seconded by Jeff McLaughlin. All were in favor. Motion passed. A motion was made by Frank Mazza to approve DPW Employment Agreement and seconded by Cara Devine. All were in favor. Motion passed. A motion was made by Cara Devine of the proposal of trash services to Forty Fort residents and was seconded by Frank Mazza. Complete details are being worked on. All were in favor. Motion passed. New Business DPW Equipment public auction items- 2003 Freightliner Dump truck 2007 Chevy Dump Truck 2005 Ford Pickup Asphalt Paving machine Miscellaneous tools and equipment Kingston is holding an auction on December 4,2021. A motion was made by Cara Devine to approve Resolution 17 of 2021 Sale of Equipment and seconded by Phil Mertz. All were in favor. Motion passed. Bids for necessary Susquehanna Ave. sewer work- Stell Enterprises bid was $79,018.00, Ed Krasavage’s bid was $63,000.00. A motion was made by Cara Devine to award Ed Krasavage the bid and seconded by Phil Mertz. All were in favor motion passed. Old Business Public meeting on 11/15/2021 at 5:00 PM for Roadway Improvement Project. Fliers have been made and will be passed out to all residents involved. Ads have been placed in the newspaper. Executive Session Mayor Andy Tuzinski asked for an Executive Session to discuss police personnel issues. At this time, 6:49 PM, council adjourned to Executive Session to discuss Police Personnel issues. Adjournment Council reconvened from Executive Session at 7:05 PM. Motion to adjourn was made by Ms. Devine at 7:06 PM and seconded by Mr. Mertz. The next meeting will be a work session on Monday November 15, 2021, at 6:00PM immediately following the Public Meeting.
