CITY OF FOUNTAIN VALLEY ADVISORY COMMITTEE FOR THE DISABLED MINUTES September 6, 2018 CALL TO ORDER Chairperson Ramón Gálvez-Arango called the Regular Meeting of the Advisory Committee for the Disabled to order at 6:00pm. ROLL CALL Members Present: Herman Ajamian, John Borack, Terry Coakley, Ramón Gálvez-Arango, Lawrence Judson, Tom Nguyen, Philip Nisco, Gary Osterbach, Susanne Seiden and, Jan Werts. Others Present: Guests; Bob Peg and Debbie Paul. Also present; Councilmember John Collins and city liaison, Nora Webb. Members Absent: Anna Nagmay APPROVAL OF MINUTES Vice Chairperson Lawrence Judson moved to approve the minutes of the May 3, 2018 meeting. Second by Committee Member Tom Nguyen. Motion carried 9-0 in favor of approving the minutes. ONGOING BUSINESS A. Report from Subcommittee on Recreation Programs Committee Member Jan Werts reported that the dance on Friday, August 3 with a Luau theme was a success with 140 dancers. It was reported that there were also $44 in donations. The funds taken in are utilized to pay the receipts for the dance; the rest of the money taken in goes to the DJ. There was a problem with participants being picked up; some of the committee members and participants were at The Center until passed 10pm. When calling to remind OCTA and CA Yellow Cab for the next dance, staff will be sure to mention the challenges in August. Committee Member Jan Werts thanked all of the volunteers who helped and asked for volunteers to assist with the Halloween themed dance on October 5, 2018. Committee Member John Borack said he would take charge of the costume contest as he and Kayla Borack did last year. There was discussion about adding a dance in December. Staff had reached out via email asking if December 7, 2018 would be a date participants would be interested in coming to a dance, those who responded were in favor of the December dance. It was decided that Committee Member Jan Werts would work with staff in calling the organizations who participate to see if there is an interest in having the December Dance. B. Disability Friendly Business Awards There was a lengthy discussion about the six nominations for the Advisory Committee for the Disabled Awards. Committee Member Phil Nisco reported that he is happy with the outcome from the efforts of the subcommittee; Chairperson Ramón Gálvez-Arango thanked Committee Member Phil Nisco. It was unanimously decided to give out one Business Award to TJ Maxx and one Employee Award to Akira Fukuda. It was also decided to acknowledge the others who were nominated with certificates. Committee Member Phil Nisco and staff will meet on Monday, September 10, 2018 at 10am to create the letter that will be sent out to all the nominees. The presentation of the certificates and awards will take place at the City Council meeting on Tuesday, October 16, 2018 at 6pm. C. Assist City Departments in implementation of guidelines for accessible facilities No report or discussion. D. Facilitate development of recreational programs useable by persons with disabilities No report or discussion. E. Information concerning special recreation equipment Chairperson Ramón Gálvez-Arango discussed the new playground equipment being installed at Harper Park; he mentioned that the timing of closing the park was unfortunate since it was when school was let out for the summer. He also mentioned that there have been delays due to a situation with Edison. F. Facilitation of development of barrier free buildings and facilities within the city Chairperson Ramón Gálvez-Arango thanked the committee members who were able to attend the ribbon cutting for the new automatic doors that were installed at The Center at Founders Village Senior and Community Center. G. Work with various levels of education on the development and implementation of programs to assure maximum integration for students Council Member John Borack reported that he had been made aware of a summer program that Tamura Elementary School had for children with special needs, and he also mentioned the peer tutoring program at Fountain Valley High School for high school-age kids with mild to severe disabilities. H. Development of community awareness of employment potentials of persons with disabilities No report or discussion. NEW BUSINESS A. Dance in December Adding an additional dance in December was discussed under the report from the Subcommittee on Recreation Programs. Election of Officers A. Chairperson Committee Member Tom Nguyen made the motion to nominate Chairperson Ramón Gálvez-Arango to continue to serve as Chairperson; second by Committee Member Gary Osterbach. Committee Members voted 10-0 in favor of Ramón Gálvez-Arango for the Chairperson position. B. Vice-Chairperson Vice Chairperson Lawrence Judson made the motion to nominate Committee Member Herman Ajamian as Vice Chairperson; second by Committee Member Gary Osterbach. Committee Members voted 10-0 in favor of Committee Member Herman Ajamian for the Vice-Chairperson position. Public Comments N/A Committee Comments Committee Member Terry Coakley reported that there will be a nationwide test of the Wireless Emergency Alert (WEA) system on September 20, 2018 and on October 3, 2018. This test is in coordination with the FCC and FEMA. Chairperson Ramón Gálvez-Arango reported that he will be participating in the General Plan Advisory Committee (GPAC) process and meetings. He will represent both the Housing & Community Development Advisory Board as well as the Advisory Committee for the Disabled. Adjournment With no further business before the Advisory Committee for the Disabled, Vice Chairperson Lawrence Judson moved to adjourn the meeting at 7:28pm with a second by Committee Member Tom Nguyen.
