City of Fountain Valley Advisory Committee for Persons with Disabilities MINUTES May 2, 2019 CALL TO ORDER Chairperson Ramón Gálvez-Arango called the Regular Meeting of the Advisory Committee for Persons with Disabilities to order at 6:04pm. ROLL CALL Members Present: John Borack, John Collins, Ramón Gálvez-Arango, Lawrence Judson, Leonard Santoro, Susanne Seiden, and Jan Werts. Others Present: Visiting; Bob Pegg and Debbie Paul. Also present; Councilmember Kim Constantine and City Liaison, Nora B.K. Webb. Members Absent: Vice Chairperson Herman Ajamian, Terry Coakley, Anna Nagmay, Tom Nguyen, Philip Nisco, and Gary Osterbach. APPROVAL OF MINUTES Committee Member John Borack made a correction to the minutes; Chris Young is an instructor at Fountain Valley High School, not from the school district. Vice Chairperson Lawrence Judson moved to approve the minutes of the March 7, 2019 meeting as corrected. Second by Committee Member John Collins. Motion carried 7-0 in favor of approving the minutes as corrected. ONGOING BUSINESS A. Report from Subcommittee on Recreation Programs Committee Member Jan Werts reported that the dance held on April 5, 2019 had 80 consumers. The count was lower than usual due to a dance held at Edison. The Edison dance is usually held on the third Friday of each month, because of spring break, the dance was moved to the first Friday. There was $60 collected from donations. Jan thanked all of the volunteers who came to work the dance. She commented on the assistance from staff, Meagan Gaydos and Paula Sanchez. Jan reported that the new set up for the refreshment time is working out well. The next dance is June 7, 2019 with a prom theme. B. Disability Friendly Business Awards Chairperson Ramón Gálvez-Arango reported that the brochure needed to be updated with our new name change. It was suggested that the Chamber of Commerce receive the information on the awards program; staff agreed to get the information sent out to the Chamber of Commerce. C. Updating Name of Committee to “City of Fountain Valley Advisory Committee for Persons with Disabilities.” City Liaison Nora B.K. Webb reported that the new Committee name has been approved. Chairperson Ramón Gálvez-Arango extended a special thank you to Councilmember Kim Constantine and City Liaison Nora B.K. Webb for making this name change happen in a timely manner. D. Report on Committee Responsibilities i. Assist City Departments in implementation of guidelines for accessible facilities No questions or comments. ii. Facilitate development of recreational programs useable by persons with disabilities No questions or comments. iii. Information concerning special recreation equipment No questions or comments. iv. Facilitation of development of barrier free buildings and facilities within the city No questions or comments. v. Work with various levels of education on the development and implementation of programs to assure maximum integration for students with disabilities No questions or comments. vi. Development of community awareness of employment potentials of persons with disabilities No questions or comments. NEW BUSINESS A. Honoring students with Special Needs (John Borack) Committee Member John Borack reported that he had met with Mr. Young about honoring two students from Fountain Valley High School at a City Council meeting in June. There was discussion about presenting certificates to the students from City Council at the meeting on Tuesday, June 11, 2019. Committee Member John Borack mentioned that the program may expand next year. Public Comments Resident Debbie Paul reported that she has a new service dog, and that there is an issue with the accessible pedestrian signals (APS) push button locator tones on the traffic signal poles at Slater and San Mateo. She reported that she cannot find the pole because the tones are not loud enough. Debbie also said that the poles on Slater and Euclid work fine. Staff will look into having the tones at the poles on Slater and San Mateo adjusted. Committee Comments There was a discussion about the width of aisles in grocery stores and the challenge when there are items on the end caps. It was reported that Albertsons has larger aisles than other grocery stores. Chair Ramón Gálvez- Arango reported that there is a Code minimum dimension for grocery store aisles.
