NOTICE MEETING VIA VIDEO TELECONFERENCE As a result of the state of emergency declared by the President of the United States, Governor of Kentucky, and Mayor of the City of Frankfort due to the global COVID-19 pandemic, the following Meeting Notice is issued: I, Layne Wilkerson hereby call a meeting of the Frankfort Board of Commissioners for Thursday, September 16, 2021, at 4:00 p.m., via GoToMeeting. The purpose of this meeting is to hold a joint meeting with the Franklin County Fiscal Court regarding Economic Development. No action will be taken. Per KRS 61.826, this meeting is a video teleconference meeting. The Board of Commissioners will participate via GoToMeeting. The City will provide a central primary physical location for public viewing of the virtual meeting in the City Hall Commission Chamber, 315 West Second Street. The Board of Commissioners will not be there in person, but the televisions in the Commission Chamber will be broadcasting the virtual meeting. FISCAL COURT PRESENT: Commissioner Katrisha Waldridge Commissioner Kyle Thompson Commissioner Kelly May Commissioner Leesa Unger Mayor Layne Wilkerson (5) ABSENT: None (0) Following roll call, Mayor Wilkerson called the Joint Meeting to order. Mayor Wilkerson stated the purpose of this special calling joint meeting is limited to a discussion of the mutual vision, interests and opportunities for economic growth for our community. The elected officials of the city and county are the active participants. The agenda does not include the discussion of personnel or individuals. No official action will be taken. Mayor Wilkerson introduced Tad Long with the Kentucky League of Cities who is facilitating this meeting. Mr. Long stated he is excited to be working with the city and county and reminded the elected officials that discussion is limited to the purpose of the agenda. The Vision- What do you want our community to look like in 2026-2031 (5-10 years)? Several ideas from the elected officials such as: • Downtown should become a model for retail, restaurants, breweries, growth with thriving Parcels B & C, large hotel with a convention center • One government, one unit • Innovative and creative city • Education, trades, apprenticeships, agricultural development, manufacturing • Tourism • Best quality of life • Connectivity • Diversify workforce • Community driven education with opportunities for growth and community members that stay in Frankfort • Combining City and County resources • Embrace new media • Utilize natural resources such as the parks, river, Elkhorn Creek, boats, canoes, become an outdoor mecca • Connected to stakeholders, industries, walkable neighborhoods, amenities • Inclusiveness • Riverfront development • Build on relationships with KSU • Community engagement • Continue providing the community with excellent services Mr. Long said there are some common themes that everyone has agreed on, all comments will be on the record. • Tourism • Quality of life • Education, workforce development, job training, KSU • Technology • Infrastructure • Downtown infill developing • Agriculture and natural development • Relationships with state government All the items are important to economic development and community growth. What are some of the other higher-level items that the city and county governments could solve? • Combine city/county waste and recycle • Together do a better job of telling our story, economic development, tourism, quality of life and social media • KSU, agriculture, arts and culture • Joint Planning and Zoning Department, one spot to meet with staff for the community • Affordable housing, low cost of living Mr. Long questioned how we move forward. A working group between a few magistrates and commissioners with several meetings to breakdown the items. After a few meetings of the working group go back to respective bodies to discuss. The Mayor and County Judge should give the direction to create the informal working groups. Mr. Long thanked everyone for their efforts and for coming together today. It was moved by Commissioner Waldridge, seconded by Commissioner Thompson, that the meeting adjourn. The question was put upon the motion and was adopted by voice vote.
