NOTICE MEETING VIA VIDEO TELECONFERENCE As a result of the state of emergency declared by the President of the United States, Governor of Kentucky, and Mayor of the City of Frankfort due to the global COVID-19 pandemic, the following Meeting Notice is issued: I, Layne Wilkerson hereby call a Special Meeting of the Frankfort Board of Commissioners for Monday, December 6, 2021, at 10:00 a.m., via GoToMeeting. The purpose of this meeting is to hold a discussion regarding emergency sheltering needs. Action may be taken. Per KRS 61.826, this meeting is a video teleconference meeting. The Board of Commissioners will participate via GoToMeeting. The City will provide a central primary physical location for public viewing of the virtual meeting in the City Hall Commission Chamber, 315 West Second Street. The Board of Commissioners will not be there in person, but the televisions in the Commission Chamber will be broadcasting the virtual meeting. (EST) PRESENT: Commissioner Katrisha Waldridge Commissioner Kyle Thompson Commissioner Kelly May Mayor Layne Wilkerson (4) ABSENT: Commissioner Leesa Unger (1) Following roll call, Mayor Wilkerson called the meeting to order. Rob Moore, representing the Access Shelter and Soup Kitchen presented on behalf of the board. Mr. Moore spoke about several options that would assist during this time. 1) Continue the Thanksgiving Day walk into December 31 st to raise additional donations and reaching out to former donors to consider for 2021. 2) Ask the City of Frankfort to increase funding by $16,682.00 to help with the additional staffing costs in addition to the already funded $28,000.00. Mr. Moore spoke about several areas of focus: 1) Supervisor personnel. 2) Steps to strengthen donor base and work with the CARES Coalition and grants. Laura Hagg, City Manager, also gave several options for the Board of Commissioners to consider: 1) Advance support to reorganize. 2) Hotel vouchers if the shelter cannot operate - $50.00 per night. 3) City of Frankfort launch an emergency shelter that would take substantial city investment. Tommy Russell, Director of Emergency Management, stated the immediate concerns are for the next few nights, however, Mr. Moore stated they have the staff for the remainder of the week. Following further discussion, Mr. Russell recommended that the City of Frankfort give the funding requested and the Access board would be good stewards of the money. It was moved by Commissioner May, seconded by Commissioner Waldridge, to provide an advance in the amount of $16,682.00 to the Access Men’s Shelter. The question was put upon the motion and the roll called. Those voting in favor of the motion were Commissioners Waldridge, Thompson, May and Mayor Wilkerson (4). Those voting against the motion were none (0). The motion was thereupon adopted. Note: Commissioner Unger was absent. It was moved by Commissioner Waldridge, seconded by Commissioner May, that the meeting adjourn. The question was put upon the motion and was adopted by voice vote.
