The meeting was called to order at 5:30 p.m. Chairman Mitch Buchanan asked the
Secretary to call the roll.

The first item of business was approval of the minutes of the July 2, 2019 meeting. Mr.
White made a motion to approve the minutes. The motion was seconded by Ms.
Kennedy and all were in favor.
The Secretary called the next item of business:
In accordance with Article 1.08 of the Franklin County Zoning Ordinance,
Ruggles Sign Company, on behalf of More Than a Bakery, is requesting a
waiver to section 11.21 B of the Franklin County Zoning Ordinance to allow a
fascia sign on the building façade not facing the street. The property is
located at 1349 #2 Leestown Road and may be more specifically identified as
PVA Map # 086-00-00-008.00 .
Ben Judah, Franklin County Planning Supervisor was present and explained that the
applicant is proposing a fascia sign on a non-street facing façade. He mentioned that
the speed limit on the highway reduces to 45 MPH right in front of this building. Given
the business location and the reduced speed a sign on the eastern face of the building
would allow trucks more time to see the sign and create less traffic hazards.
Mr. Judah explained that the zoning regulations do not allow fascia signs on a non-
street facing façade and therefore a waiver is required. Staff had all positive findings
and recommended approval.
Elizabeth Pitchford of Ruggles Sign Company was present on behalf of the applicant
and explained that they are proposing a fascia sign on the side of the building so that it
will be more visible to trucks making deliveries and hopefully cause less safety and
traffic issues.
Mr. White made a motion in accordance with Article1.08 of the Franklin County Zoning
Ordinance, to approve the request from Ruggles Sign Company, on behalf of More Than
a Bakery, for a waiver to section 11.21 B of the Franklin County Zoning Ordinance to
allow a fascia sign on the building façade not facing the street for the property located at
1349 #2 Leestown Road. The motion was seconded by Mr. Keene and passed
unanimously.
There being no further business, Mr. Buchanan made a motion to adjourn. The motion
was seconded by Mr. Keene and all were in favor. The meeting adjourned at 5:41 pm.
