Municipal Affordable Housing Trust February 22, 2024 Meeting Minutes Virtual Meeting Virtual Meeting hosted on the Zoom platform called to order at 10:00am by Chair Chris Vericker. Other Trust Members present were Member Kimberly Mu-Chow, Member Susan Younis, and Member Maxine Kinhart. Members that were absent were Member Christopher Feeley and Town Administrator Jamie Helen. Other attendees were Planning & Community Development Director Bryan Taberner. 1. Vote of the Trust members to authorize the Chair, Chris E. Vericker, to sign an Application for Approval of Definitive Plan, Certificate of Ownership, and Notice of Intent and any other documents as necessary. The Members of the Trust listened to Planning Director Taberner explain upcoming plans for the Franklin Ridge Senior Housing project, including service roadways, utilities and stormwater management systems that would be maintained by the Town of Franklin. Planning Director Taberner said that he had heard from JNJUHL that they planned to start on the site work in the late summer. He added that some of the roads would be under the ownership of the Trust while still being maintained by the Town, and also that the Trust would have the ability to make decisions on some of the remaining parcels that were being created through the establishment of the service road and be supported by the Town in proposing new projects. He explained the process that the Trust would have to go by to develop the lots in terms of filing site plans and special permits, along with potential filings with the Conservation Commission due to Conservation resources in the area that could include a Notice of Intent. However, the Trust would need to authorize one of its Members or Chair Vericker to sign off on any such applications to be submitted before Boards/Committees/Commissions for development of the lots. Member Mu Chow motioned to allow Chair Vericker to sign any relevant documents as described by Planning Director Taberner. Seconded by Member Younis. The Trust voted unanimously in favor of the motion. Chair Vericker said that he could come by and sign the relevant documents later in the day following a meeting, for which Member Kinhart said they would have them ready and also be able to notarize them.
