City Council Meeting Minutes – August 14, 2025 Page 1 of 2 City Council Meeting Minutes Friday August 14, 2025 - 5:00 p.m. Franklin Public Library Council in attendance: Councilor Ed Prive, Councilor Delaney Carrier, Councilor Al Warner, Councilor Glen Feener, Councilor Timothy Johnston, Councilor Bruce Marshall, Councilor Susan Hallett-Cook arrived late (5:22) Councilor Leigh Webb (left early 6:18pm) and Councilor Thomas Boyce (left early 6:37pm). Absent: Mayor McLaughlin Others in attendance: Alan Gould from MRI and Acting City Manager Scott Clarenbach. Councilor Johnston called meeting to order at 5:02 pm and the Salute to the Flag proceeded Motion: Councilor Feener moved that there is a need for a non-public session per RSA 91-A:3, II(b) The hiring of any person as a public employee. Seconded by Councilor Johnston. Roll Call: Councilor Webb _yes_ Councilor Hallett Cook absent Councilor Warner _yes_ Councilor Johnston _yes_ Councilor Carrier _yes_ Councilor Prive _yes_ Councilor Boyce _yes_ Councilor Marshall _yes_ Councilor Feener _yes_ All in favor; motion PASSED. Entered nonpublic session at 5:04 p.m. Motion: Councilor Carrier moved that the Franklin City Council leave nonpublic session and return to public session. Seconded by Councilor Marshall. Councilor Webb _absent_ Councilor Hallett Cook _yes_ Councilor Warner _yes_ Councilor Johnston _yes_ Councilor Carrier _yes_ Councilor Prive _yes_ Councilor Boyce _absent_ Councilor Marshall _yes_ Councilor Feener _yes_ All in favor; motion PASSED. Public session reconvened at 6:41p.m. Motion: Councilor Marshall moved that the Franklin City Council seal the minutes as the session contained information that if discussed in public would likely affect adversely City Council Meeting Minutes – August 14, 2025 Page 2 of 2 the reputation of a person other than a member of the public body. Seconded by Councilor Hallett-Cook.
