Council in attendance: Mayor Desiree McLaughlin, Councilor Leigh Webb, Councilor Thomas
Boyce, Councilor Ed Prive, Councilor Delaney Carrier, Councilor Al Warner, Councilor Glen Feener,
Councilor Timothy Johnston, and Councilor Bruce Marshall
Absent: Councilor Susan Hallett-Cook
Others in attendance: Acting City Manager Scott Clarenbach, Fire Chief Michael Foss, Arcove
Principle Architect Tracey Kozak, and her assistant Kayla Keeler and members of the public
Mayor McLaughlin called meeting to order at 6:06 pm and the Salute to the Flag was led by
Councilor Warner.
Agenda Item I:
Acting City Manager Clarenbach opened the meeting by going over the primary goal, which is to
ensure that City Council understand the direction of Solider Hall Memorial project. He noted that,
following the project redirection in March, Council advised that the project must meet a $6.8
million budget, as the original plan was not sustainable under the limits. Since then, ArCove
Group has reworked the project, maintaining many of the original features, but made
adjustments to ensure it fits within the new budget constraints.
Tracey provided an overview of the design updates and the budget adjustments made to align
with the reduced project funding. She emphasized that the team worked carefully to ensure the
City could still achieve all essential project components within the financial limitations.
Tracey recapped the overall project process that began more than a year ago, starting with a
historic assessment and feasibility study. She explained that the City’s project team—consisting of
CSI Engineers, Structures North Structural Engineers, a theatrical consultant, and DiStefano
Construction as the construction manager—supported the effort by providing cost estimates,
pricing, budgeting, and scheduling. A full feasibility report was issued in May of last year, and in
November the City Council voted to approve the design and program and move the project
forward. Tracey noted that it was later recognized that the total project budget needed to
account for both construction costs and soft costs.
She then reviewed the revised budget allocations and presented the updated project designs to
now aligned with the $6.8 million budget.
Discussion ensued with the Council regarding these updates, studies needed, and further
questions about processes needed to move forward.

Motion Councilor Carrier made a motion to adjourn. Seconded by Councilor Marshall.
All in favor. Motion PASSED.
