Attached is a copy of my September ARB comments, but I failed to put my comments from
the October 2023 meeting in writing. But in a written report at HFFI's October Board meeting,
I provided the following summary about the COA for 39 Prince Edward Street:
"Danae spoke on behalf of HFFI and re-read our comments from the first public
discussion of this application (August) to reiterate our appreciation for this
contextually sensitive design on a challenging lot and the owner/applicant’s efforts to
preserve the historic fabric and character of this property and the surrounding
block. She also reiterated the call in HFFI’s initial comments for a balance to be struck
between a literal read of the guidelines and what is generally feasible at this property,
noting that HFFI believes the applicant met that request by making 'a few simple
modifications' to reduce the height and scale of this addition/infill project. Danae also
noted that unlike other more contentious applications that required greater bending of
the district guidelines (St. George's ramp and conference room addition and the 400
Princess Anne infill project), this application has received only positive support from
the public and neighboring property owners."
Below is an excerpt from HFFI's August 14th meeting comments (also attached), in
case it is useful:
"HFFI greatly appreciates the contextual analysis and graphical depiction of the
surrounding block included in this application. Such study clearly demonstrates
existing architectural characteristics and how the design of the proposed new
construction relates to its immediate context. HFFI supports staff’s recommendations
and believes a few simple modifications to the design will make this one of the most
historically sensitive infill designs to come before the ARB this year."
