PAOLUCCI, WARD FOUR Fredericksburg, Virginia 22401 Council Work Session September 20, 2011 Closed Session Courthouse and Redistricting The Council of the City of Fredericksburg, Virginia held a work session on Tuesday, September 20, 2011, beginning at 5:30 p.m. in City Hall Conference Room. Council Present. Mayor Thomas J. Tomzak, Presiding. Vice-Mayor Mary Katherine Greenlaw. Councilors Kerry P. Devine, Bradford C. Ellis, Frederic N. Howe, III, Beatrice R. Paolucci and George C. Solley. Also Present. City Manager Beverly R. Cameron, Assistant City Manager Mark Whitley, City Attorney Kathleen Dooley, Parks, Recreation and Public Facilities Director Robert Antozzi, Planning Director Ray Ocel, Community Development Planner Marne Sherman and Clerk of Council Tonya B. Lacey. Closed Meeting Approved. Upon the motion by Councilor Devine, seconded by Vice-Mayor Greenlaw, Council approved a closed meeting under the Virginia Freedom of Information Act, Code Section 2.2-3711(A)(29) to discuss the award of a public contract for court facilities, involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. The motion passed by the following recorded votes, Ayes (7). Councilors Tomzak, Greenlaw, Devine, Ellis, Howe, Paolucci and Solley. Nays (0). Return to Open Meeting Approved. Upon the motion of Councilor Solley, seconded by the Councilor Devine and passed by the following unanimously recorded votes, Council approved a return to an open meeting. Ayes (7). Councilors Tomzak, Greenlaw, Devine, Ellis, Howe, Paolucci and Solley. Nays (0). None. 1 Resolution 11-84.1, Approved Certifying Closed Meeting. Upon the motion of Councilor Solley seconded by Councilor Devine and passed by the following unanimously recorded votes, Council approved Resolution 11-84.1 certifying their closed meeting. Ayes (7). Councilors Tomzak, Greenlaw, Devine, Ellis, Howe, Paolucci and Solley. Nays (0). None. Redistricting. Community Development Planner Sherman presented the proposed changes to each of the redistricting option. She presented several options: Option 1, Option 2, Option 2A, Option 2B, Option 2C, Combination of 2B and 2C and Option 3. She distributed a statistical Summary of each of the redistricting options. She also gave a summary of the public comments made to date. After a brief discussion several of the Council stated they preferred Option 2B over the others. (See attachments for more details). CALL TO ORDER TOPICS MOTION FOR CLOSED SESSION • Closed Session under Code of Virginia, Section 2.2-3711 (A) (29), Discussion of the award of a public contract for court facilities, involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. • Resolution 11-___, Approving Certification of Closed Meeting CONVENE IN OPEN SESSION • Discussing the proposed options to redistrict the City’s existing four Wards. In order to comply with federal and state election law, the City of Fredericksburg must redraw existing Ward boundaries to equalize the overall population, to the extent possible. ADJOURNMENT HON.
