PAOLUCCI, WARD FOUR Fredericksburg, Virginia 22401 Council Work Session October 11, 2011 Draft Capital Improvements Program and City’s Financial Planning Model The Council of the City of Fredericksburg, Virginia held a work session on Tuesday, October 11, 2011, beginning at 5:30 p.m. in City Hall Conference Room. Council Present. Mayor Thomas J. Tomzak, Presiding. Vice-Mayor Mary Katherine Greenlaw. Councilors Kerry P. Devine, Bradford C. Ellis, Frederic N. Howe, III, Beatrice R. Paolucci and George C. Solley. Also Present. City Manager Beverly R. Cameron, Assistant City Manager Mark Whitley, City Attorney Kathleen Dooley, Budget Manager Amanda Lickey, Planning Director Ray Ocel and Clerk of Council Tonya B. Lacey. Draft Capital Improvements Program. Assistant City Manager Whitley gave a PowerPoint presentation on the City’s Capital Improvements Plan (CIP) and Projections for fiscal year 2012 through 2017. In the presentation, he discussed the CIP overview for Public Works, Public Safety, Public Facilities, enterprise, new court, and public education. He highlighted a few of the projects in each of the categories. In Public Works, he highlighted the widening of Fall Hill Avenue Bridge over I-95 and the Fall Hill Bridge over the Canal. In the public facilities department, he highlighted the pathways and the Alum Springs Bridge project. Council wanted clarification on why they were considering building a bridge over the water after all these years of driving through the water. Staff explained that the concrete was starting to deteriorate, but they said they would bring back more information. Public Safety funds were highlighted for Fire Station 3 which staff said they didn’t plan to fund until 2017. The Public Education funds highlighted were for the Original Walker-Grant renovations, replacement of the HVAC and the roof at the new Walker-Grant. The water funding will be used to replace 1 water lines. Wastewater will need to make nitrogen removal improvements and line replacements. The Transit department has funding listed for its maintenance facility. Councilor Howe stated that the City needed to set aside funds for the Chesapeake Bay Watershed. He learned at the VML conference that it is going to be very costly to the City and he would like to see money put in the CIP for this. Mr. Cameron explained that the City does not know enough to about it and he explained that the CIP is for the City’s cost over the next 5 years. Mr. Whitley discussed the Court costs. He said the projected bond issue should equal $38.7 million. He went into further detail about the bond issue. He also touched on the Court debt schedule and he showed how the current market conditions are favorable and at the current rate could save the City approximately $8.8 million. Also in his presentation, he discussed the debt service with the courts versus the courts along with the other additional projects that are proposed. He also explained the tax rate impacts with the court debt versus court debt along with the additional projects. (For more information see attachments).
