Fiscal Year 2013 Budget
Fredericksburg Area Continuum of Care
The Council of the City of Fredericksburg, Virginia held a work session on Tuesday,
April 10, 2012, beginning at 5:30 p.m. in City Hall Conference Room.
Council Present. Mayor Thomas J. Tomzak, Presiding. Vice-Mayor Mary
Katherine Greenlaw. Councilors Kerry P. Devine, Bradford C. Ellis, Frederic N. Howe, III,
Beatrice R. Paolucci and George C. Solley.
Also Present. City Manager Beverly R. Cameron, Assistant City Manager Mark
Whitley, City Attorney Kathleen Dooley, Budget Manager Amanda Lickey, Planning Director
Ray Ocel, Senior Planner Erik Nelson, Community Development Planner Marne Sherman and
Clerk of Council Tonya B. Lacey.
Fiscal Year 2013 Budget. City Manager Cameron informed Council of the good
news from Rick Brown the Secretary of Finance. He issued a statement from the Governor
saying the five percent Virginia Retirement System mandatory member contribution could be
phased in over a five-year period.
Mr. Cameron explained that Council would be reviewing the list of propositions and he
would like to hold an up down vote on April 17 or evaluate each amendment with respect to
how it contributes to Council’s objectives and consider those with the highest contributions.
He asked that all amendments be submitted by April 13 to discuss and evaluate at the April 17
work session. He said the amendments would be refined and adjusted after the April 17 public
hearing.
Assistant City Manager Whitley reviewed the propositions and a discussion ensued on
whether a vehicle should be listed with the zoning inspector position as it is listed with the

truancy position. Staff stated that the Planning Department already had a staff vehicle that
could be used if needed.
Budget Manager Lickey reviewed the technical amendments, and the general fund
adjustments. See the attached documents for more information.
Vice-Mayor Greenlaw requested adding the fireworks for the Heritage Festival in the
amount of $3,500.
Fredericksburg Area Continuum of Care. Community Development Planner
Sherman presented a PowerPoint presentation that covered the City’s role in the Continuum
of Care (CoC), the purpose, its membership, funding, strategic planning, Census, chart of
homeless persons by fixed address, homeless population trends, CoC achievements, and
solutions. See attachments for more information. Ms. Sherman expanded on each of the
topics, she also stated that the CoC works with several agencies to try and help the homeless.
She affirmed that the CoC does not support tent cities.
Councilor Ellis said that he had met with staff and Micah and some of the CoC
members and the general consensus is that it is good to have a joint taskforce to include
Council, business owners, Central Virginia Housing Coalition and the Police. He said he
would like to have a forum with all the stakeholders and bring a proposed policy to Council.
He said he started working on a charter for the taskforce, but he had not completed it.
Adjournment. There being no further business to come before the Council at this
time, Mayor Tomzak declared the work session officially adjourned at 7:10 p.m.
