Discussion of July 9, 2013 Council Meeting Agenda – Scheduling of Public Hearing and
Other Business Items
Closed Session for Staff Evaluations
The Council of the City of Fredericksburg, Virginia, met in work session on
Wednesday, June 19, beginning at 5:30 p.m. in the conference room of City Hall.
Present. Mayor Mary Katherine Greenlaw, presiding. Councilors Kerry P. Devine,
Matthew J. Kelly, Frederic N. Howe, III, Beatrice R. Paolucci and George Solley.
Also Present. City Manager Beverly R. Cameron, City Attorney Kathleen Dooley,
and Deputy Clerk of Council Brenda T. Martin.
Absent. Vice-Mayor Brad Ellis was absent due to the birth of his daughter.
Baseball Public Hearing. Mayor Greenlaw opened the meeting by asking City
Manager Cameron to explore moving the July 9 Baseball Stadium Public Hearing to James
Monroe High School due to the possible large number of attendees. Discussion followed and it
was agreed to keep the meeting at City Hall and prepared the upstairs conference rooms as
overflow rooms. The meeting can be viewed upstairs on the television monitors. The Council
decided to begin the regular business portion of the meeting at 5:30 p.m. and then hold the
public hearings beginning at 7:00 p.m. There were a total of five items advertised to be heard.
The Hanover One project and R-Board Landfill Waste-to-Energy Facility could bring out
numerous speakers as well.
Council discussed what regular business items could be moved to the August 13
meeting (the July 23 meeting was canceled for a summer recess). It was decided to move the

taxi ordinance item and the Micah Ecumenical Ministries real estate tax exemption to the
August meeting.
It was discussed and decided to schedule the baseball stadium public hearing item last,
in the list of public hearings.
Staff Evaluations - Closed Meeting Approved. Upon the motion of
Councilor Devine, seconded by Councilor Kelly and passed by the following unanimously
recorded votes, Council approved a closed meeting under the Virginia Freedom of Information
Act, Code Section 2.2-3711(A)(1) personnel to discuss the annual reviews of the Council
appointees. Ayes (6) Councilors Greenlaw, Devine, Howe, Kelly, Paolucci, and Solley. Nays
(0).
Return to Open Meeting Approved. Upon the motion of Councilor Paolucci,
seconded by Councilor Devine and passed by the following unanimously recorded votes,
Council approved a return to an open meeting. Ayes (6) Councilors Greenlaw, Devine, Howe,
Kelly, Paolucci, and Solley. Nays (0).
Resolution 13-56.1 Approved Certifying Closed Meeting. Upon the
motion Councilor Paolucci approved Resolution 13-56.1 certifying the closed meeting;
seconded by Councilor Devine and passed by the following unanimously recorded votes. Ayes
(6) Councilors Greenlaw, Devine, Howe, Kelly, Paolucci, and Solley. Nays (0).
Adjournment. There being no further business to come before Council at this time,
Mayor Greenlaw declared the work session officially adjourned at 7:35 p.m.
