PAOLUCCI, WARD FOUR Fredericksburg, Virginia 22401 February 25, 2014 The Council of the City of Fredericksburg, Virginia, held a public hearing on Tuesday, February 25, 2014, beginning at 7:33 p.m. in the Council Chambers of City Hall. City Council Present. Mayor Mary Katherine Greenlaw presiding. Vice- Mayor Bradford C. Ellis. Councilors Kerry P. Devine, Frederic N. Howe, III, Matthew J. Kelly, Beatrice R. Paolucci and George C. Solley. Also Present. City Manager Beverly Cameron, City Attorney Kathleen Dooley, Budget Manager Amanda Lickey, Planning Director Charles Johnston, Community Development Planner Hunter Snellings and Clerk of Council Tonya B. Lacey. Notice of Public Hearings (D14-100 thru D14-101). The Clerk read the notice of the public hearings as they appeared in the local newspaper, the purpose being to solicit citizen input. Annual Action Plan for the Community Development Block Grant Program – Development of the 2014-2015 Annual Action Plan for the Expenditure of Anticipated Community Development Block Grant Funds (D14-100). – 2 speakers. The Annual Action Plan outlines projects that 18541 Public Hearing 02/25/14 address housing and homelessness needs for qualified individuals. The eligibility threshold of the community development programs, as defined by HUD, is persons or families whose household incomes are 80 percent of the area median income or below. The total number of households in Fredericksburg that could be classified as low and moderate income is 5,540 or 64.72 percent of the City’s households. In the past, funds have been directed to various non-profit organizations lending services to eligible applicants to include emergency rental/mortgage assistance, legal services, health counseling, financial counseling and food assistance. Services that are directly managed by the Planning Department include Direct Homeowners Assistance Programs, Removal of Architectural Barriers Program, and Emergency Home Repair Programs. Kevin Koziol, disAbility Resource Center Independent Living Coordinator, spoke on the importance of the support for people with disabilities. He also discussed how hard it was for those with disabilities to secure and retain homes because of their fixed income which many times result in homelessness. He urged Council to consider ways to increase funding for those with disabilities. Hamilton Palmer, 401 Charles Street, stated that the Community Block Grant Program was a great program but he said approximately 64.72 percent of the people in the City were considered low income. He stated there needed to be some support for these people other than the Community Block Grant funding. He said there needed to be good jobs available to help these people out and he said the City would have this opportunity on the next agenda item. Resolution 14-13, Second Read Approved, Amending the Fiscal Year 2014 Budget by Appropriating the Fund Balance of the School 18542 Public Hearing 02/25/14 Operating Fund and the School Grants Fund for School Purposes (D14- 101). – 1 speaker. Hamilton Palmer, 401 Charles Street, he noted that last year Council approved funding for the addition at the Hugh Mercer Elementary School with the stipulation that local firms be used where possible. He noted that they did not use a local firm for the addition and they used a firm out of Richmond. He said Council has the opportunity to make sure the funds are spent locally and that this would help to get people out of poverty. He asked Council to hold the School Board accountable. Upon a motion Councilor Solley moved to approve Resolution 14-13 on second read, amending the fiscal year 2014 budget by appropriating the fund balance of the school operating fund and the school grants fund for school purposes; motion was seconded by Vice-Mayor Ellis and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). Adjournment. Mayor Greenlaw recognized the presence of Officer Leo Manster at this evening’s meeting. Citizen Comment. No speakers came forward to participate in the citizen comment portion of this evening's meeting. 18545 Regular Session 02/25/14 Public Hearing Conducted (D14-100 thru D14-101). The regular session was recessed in order to conduct the scheduled public hearings and immediately reconvened upon their conclusion. Council Agenda Presented. The following items were presented to Council. 7A. Council Staff Evaluations – Councilor Paolucci Council Staff Evaluations – Councilor Paolucci reminded Council of staff evaluations and that she would be distributing the evaluation sheets at the end of March. She also requested two work sessions for Council to discuss the first on May 22 and the last work session to be held June 10 or June 24. City Manager’s Consent Agenda Accepted for Transmittal as Recommended (D14-103). Councilor Howe pulled item 8A off for discussion. Following review and as recommended, Councilor Solley moved approval of the City Manager's consent agenda items; motion was seconded by Councilor Devine and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). • Transmittal of Boards and Commission Minutes o Clean and Green Commission – January 6, 2014 Resolution 14-12, Second Read, Amending the Fiscal Year Budget by Appropriating $221,438 in Fund Balance for the School Capital Fund (D14-102). Councilor Howe stated that he spoke with the City Manager and 18546 Regular Session 02/25/14 asked that he would encourage the School Board to support local contractors where possible in order to support local tax dollars. Upon a motion and as recommended Councilor Devine moved approval of Resolution 14-12, on second read, amending the fiscal year budget by appropriating $221,438 in fund balance for the School Capital Fund; motion was seconded by Councilor Solley and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). Adoption of Minutes. Councilor Howe moved approval of the February 11, 2014 Regular Session minutes; motion was seconded by Councilor Devine and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). Resolution 14-18, Approved, Amending the Fiscal Year 2014 Budget by Appropriating Asset Forfeiture Funding (D14-104). Upon a motion and as recommended Councilor Howe moved to approve Resolution 14-18, amending the fiscal year 2014 budget by appropriating asset forfeiture funding; motion was seconded by Vice-Mayor Ellis; and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). Resolution 14-19, Approved, Amending the Fiscal Year 2014 Budget by Appropriating a Total of $11,250 for Chaplin Youth Center Building Repairs and Vehicle Replacement (D14-105). Upon a motion and as recommended Councilor Paolucci moved to approve Resolution 14-19, amending the 18547 Regular Session 02/25/14 fiscal year 2014 budget by appropriating a total of $11,250 for Chaplin Youth Center building repairs and vehicle replacement; motion was seconded by Councilor Devine; and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Ellis, Devine, Howe, Kelly, Paolucci and Solley. Nays (0). City Manager’s Report and Council Calendar (D14-106 thru D14- 107). City Manager Cameron asked if there were any questions regarding the Manager’s report or the Council Calendar. Activities highlighted on the report were as follows: Riverfront Park Project Meeting, City Employees Strive to End Homelessness, Weather, Treasurer’s Office, Bass-Ellison Generator. City Manager Cameron stated that Virginia Department of Transportation opened the price proposals for the Fall Hill Avenue Project and the total cost of the project should be around $40 million and the contract would be awarded in March. He also noted that the Riverfront Taskforce would be holding their first open house on March 8 from 10 a.m. to 1 p.m. at the Courtyard Marriott. There is also a link on the City’s webpage to the Riverfront Taskforce new web page. Finally, he stated that the Planning Commission was beginning the update to the Comprehensive Plan and the Commission was holding a Public hearing to discuss the Comprehensive Plan on Wednesday at 7:30 and he invited the public to come out and speak on the plan. Mayor Greenlaw echoed those comments and reiterated the importance of the public giving their input on the Comprehensive Plan. Adjournment.
