Special Session 07/01/14 CITY OF FREDERICKSBURG, VIRGINIA HON. MARY KATHERINE GREENLAW, MAYOR HON. WILLIAM C. WITHERS, JR., VICE -MAYOR, WARD TWO CITY COUNCIL HON. KERRY P. DEVINE, AT-LARGE HON. FRYE, JR., WARD FOUR Fredericksburg, Virginia 22401 July 1, 2014 The Council of the City of Fredericksburg, Virginia, met in special session on Tuesday, July 1, 2014, beginning at 12:00 p.m. in the old Council Chambers of the Fredericksburg Area Museum and Cultural Center. City Council Present. Mayor Mary Katherine Greenlaw, Vice-Mayor William C. Withers, Jr. and Council members Kerry P. Devine, Dr. Timothy P. Duffy, Bradford C. Ellis, Charlie L. Frye, Jr. and Matthew J. Kelly. Also Present. City Manager Beverly R. Cameron, City Attorney Kathleen Dooley, Clerk of Council Tonya B. Lacey and Deputy Clerk of Council Brenda T. Martin. Purpose. The purpose of this special session was as follows: • Swearing in of the newly elected members of City Council • Election of the Vice-Mayor • Appointment of the City Attorney • Appointment of the Clerk of Council • Appointment of the Deputy Clerk of Council Prayer and Pledge of Allegiance. The meeting was opened with prayer by Rev. Lawrence A. Davies, Mayor for Life followed by the Pledge of Allegiance led by 18689 Special Session 07/01/14 Mayor Greenlaw. Welcoming Remarks. Welcoming remarks were made by Susan Glasser, President and Chief Executive Officer of the Fredericksburg Area Museum and Cultural Center. United States Congressman Robert Wittman – gave a brief statement congratulating the Council and he talked about how important the local government was in the decision making process. He also encouraged everyone such as local, State and Federal government to work together. Congressman Wittman congratulated the Council and told them there would be challenges but those challenges are what make you stronger. Swearing in of Newly Elected Members of City Council. The Honorable Gordon F. Willis, Judge of the Fifteenth Judicial Court of Virginia, administered the oath of office to each of the newly elected member of City Council beginning with Dr. Timothy P. Duffy followed by Charlie L. Frye, Jr. and William C. Withers, Jr. After the ceremony, it was realized that Councilor Ellis needed to be sworn in and Judge Willis performed this after the ceremony ended. Election of Vice-Mayor – William C. Withers. Councilor Devine nominated Councilor Withers for the position of Vice-Mayor With the following majority recorded votes; William C. Withers, Jr. was elected Vice-Mayor of the City of Fredericksburg. Withers (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Appointment of City Attorney – Kathleen A. Dooley. Upon the motion of Councilor Ellis, seconded by Councilor Kelly and passed by the following 18690 Special Session 07/01/14 unanimously recorded votes, Kathleen A. Dooley was appointed as the City Attorney. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). None. Appointment of Clerk of Council – Tonya B. Lacey. Upon the motion of Councilor Devine, seconded by Councilor Ellis and passed by the following unanimously recorded votes, Tonya B. Lacey was appointed as the Clerk of Council by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). None. Appointment of Deputy Clerk of Council – Brenda T. Martin. Upon the motion of Councilor Kelly, seconded by Councilor Devine and passed by the following unanimously recorded votes, Brenda T. Martin was appointed as the Deputy Clerk of Council by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). None. Adoption of Calendar (D14-272). Councilor Kelly made a motion to accept the meeting calendar for fiscal year 2015; motion was seconded by Councilor Devine and passed by the following unanimously recorded votes. Ayes (7). Councilors Greenlaw, Withers, Devine, Duffy, Ellis, Frye and Kelly. Nays (0). None. Adjournment.
