FRYE, JR., WARD FOUR Fredericksburg, Virginia 22401 Council Work Session October 21, 2015 Regional Elected Officials Dinner The Council of the City of Fredericksburg, Virginia was invited to attend an elected official’s dinner on Wednesday, October 21, 2015, beginning at 6:30 p.m. in King George, Virginia at the Community Building on Kings Highway. Council Present. . Councilors William C. Withers, Jr., Timothy P. Duffy and Matthew J. Kelly. Council Absent. Mayor Mary Katherine Greenlaw Councilors Kerry P. Devine, Bradford C. Ellis and Charlie L. Frye, Jr. Legislative Priorities. Eldon James gave a brief overview of some key issues expected to get attention in the 2016 General Assemble. The biennial budget will consume much of the discussion. The big item for localities will be the rebenchmarking of K-12 funding. Even though the state’s revenue picture is stronger than in the last several cycles it remains to be seen how the funding of rebenchmarking will impact resources for other needs. The Governor will be looking to make more progress on economic development and workforce development. We will see legislation aimed at better aligning the erosion and sediment control, stormwater and Chesapeake Bay statutes. The stakeholder group is still trying to resolve some differences of opinion relative the opt-out provisions for smaller localities but we should see some positive legislation. He concluded by alerting the group that there is a draft proposal from the folks behind the large paper company being developed in Chesterfield County to empower and direct DEQ to reduce discharge permit volumes for WWTPs with excess capacity and place that available capacity in a pool for large economic development projects. This would be potentially negative for each locality in the region and the ratepayers who have taken on the cost of current capacity. There was much discussion of the issue with agreement that each locality needed to take a look at the draft proposal and weigh in. 1  Adjournment.
