October 14 & 15, 2016
City Council Biennial Planning Off-Site Meeting
The Council of the City of Fredericksburg, Virginia held a work session on Tuesday,
October 14 & 15, 2016, beginning at 8:30 a.m. in Kenmore Plantation – Fleming Smith Room.
Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor
William C. Withers, Jr. Councilors Kerry P. Devine, Bradford C. Ellis, Dr. Timothy P. Duffy,
Charlie L. Frye, Jr. and Matthew J. Kelly.
Also Present. City Manager Timothy Baroody, Assistant City Manager Mark
Whitley, City Attorney Kathleen Dooley and Clerk of Council Tonya B. Lacey.
Others Present. Tyler St. Clair, Facilitator
Purpose of Retreat. The purpose of the retreat was to assist the City Council in
enhancing its working relationship and governance by developing a vision for the City and
setting short-term priorities that staff could address in a strategic work plan.
Day 1 - The Council begin with a team building assignment. After the team building
assignment was completed they reviewed the local elected leadership model. Later in the
morning the Council was broken into groups and they worked on a brain storming activity to
identify and discuss individual perspective on important leadership issues, assets, needs and
desired change initiatives for the City. The Council worked in their groups to identify core
vision characteristics and strategic target areas. They used this information to develop a
Comprehensive Council Vision statement. See attachments.
Day 2 - The Council began the day by working on finalizing the vision and developing
priorities to achieve the vision. Council selected Councilors Devine and Duffy to refine the
vision and they would submit it to Council for final review.
Staff reviewed the 2014-2016 goals and initiatives and gave a progress report on those
initiatives. Staff also reported on a City Organizational Study Implementation. They provided

a quick overview of the City’s efforts at implementing the study recommendation. Assistant
City Manager Whitley gave a quick overview of the finances. City Manager Baroody gave a
brief review of how he would like to reorganize the City staff. He reported to Council the
changes that he thought would help make the organization run more smoothly. See attached
documents.
Adjournment. There being no further business to come before the Council at this
time, Mayor Greenlaw declared the work session officially adjourned at 5:00 p.m. on October
15, 2016.
